2 European Interoperability Standards Published directives (“European law”) –91/440: split infrastructure - operation –95/18: operator’s licence –95/19: slot allocation –96/48: high-speed interoperability –2001/16: conventional rail interoperability Undertakings for operating trains –2003: freight –2008: international passenger European Commission directives Will to open the rail market to competition

3 Standardization Process European Directive: essential requirements Joint representative body: AEIF –writes the Technical Specifications for Interoperability –TSIs contain assessable parameters –TSIs may call for European standards (methods…) Notified Bodies –assess conformance based on TSIs + standards

4 TSIs –per sub-system / essential requirements –parameters needed and enough to fulfil requirements –define constituents that may be assessed independently –method of assessment EU standard or mutual recognition of national standards methods validated by Notified Bodies –implementation process After approval, TSI integrates the European Directive

5 WG B14 : New CENELEC Standard CENELEC (TC9X/SC9XB) anticipates needs of TSI –interoperability includes data transfer –freight needs include communication with fixed installation Issues for technology-based standards –TCN standards remain incomplete after more than 10 years (conformance test still on standardization phase) –Control-command (ERTMS) experience –Obsolescence management

6 WG B14: Guidelines A survey group has been set to propose guidelines –Non-technology-based standard will be proposed WG B14 first tasks –set data dictionary (attached to TSI reference model) –set rules for functional standardization After agreement of SC9XB –functions in freight traffic –functions in passenger traffic –train-to-ground communications

7 Conclusions WG B14 shall define non-technology-based EN (set of) standard(s) for conventional rail interoperability “(RA) Rolling Stock – Intercommunication between vehicles and train/wayside.” Target date for vote: mid-2005 Adoption of description languages such as ASN.1 is being considered
