During April-May the State has received 532.3 mm rainfall with (+) 12% departure from normal.  Occurrence of flood in one district (Dhemaji) has already been reported.

3 Contingency Plan, 2015-16 Drought : Strategy proposed :  Cultivation of drought tolerant Paddy Varieties in rain shadow / chronically drought prone areas (0.94 lakh hectare). SAU has already been consulted regarding availability of seeds of local drought resistant varieties.  Area under Sahbhagi Dhan will be expanded further under different programmes.  For life saving irrigation, existing mobile pump sets iesel subsidy, free distribution of seeds, micronutrient etc. to affected farmers has been proposed. Budgetary provision of Rs. 10.00 crores is made in the State Plan.  For life saving irrigation, existing mobile pump sets will be placed in operation in affected areas. At present there is no drought like situation in the State. However, a contingency plan has been drawn to face the eventuality of drought like situation.

Contingency Plan, 2015-16 Flood :

5 Seed :  Requirement of quality Paddy and Blackgram seeds during Kharif, 2015 will be met from State’s own production.  Adequate provision has been made for seeds of drought & flood tolerant varieties like Sahbhagi Dhan and Swarna Sub 1.  In the event of occurrence of drought, seeds of drought tolerant Paddy varieties will be made available in collaboration with SAU.  Community nurseries will provide requirement of Paddy seedlings in the event of occurrence of flood. Farmers of flood prone areas are being motivated for community nurseries.  Horizontal expansion of Jute & Sugarcane is very limited. Stress is given to increase productivity through distribution of suitable quality seeds / planting materials. Availability of Input

A portion of production (2.15 lakh qtl. Approx.) will be available to meet the requirement of Sali Paddy cultivation.

7 Fertiliser :  Availability of fertilisers has been very low (only 32% of requirement) during first two months (April / May) of current Kharif season.  Companies / dealers have been consulted to ensure availability of fertilsers.  Regular monitoring with railways for timely arrival of fertiliser. 8 Irrigation :  Full utilization of 3.62 lakh operational pump sets in the event of insufficient rainfall, particularly during Sali Paddy cultivation.  870 nos. of mobile pump sets have been placed in different districts to help drought affected farmers.  Arrangement made with Irrigation Department to harness irrigation water for assured irrigation in command areas. Power :  Power Department has been providing dedicated connectivity in the area of operation of electrical pump sets. 1.75 lakh electrical pump sets installed by Agriculture Department are in operation.
