6 6 BCLAD Program Timeline Handbook Section 3; page 13 December 31, 2010 – last date to accept candidates into prior programs based on ‘bilingual emphasis’ standards Transition 2009-2010 and on– Program sponsors prepare new program documents; may begin updating courses based on new standards December 31, 2011 – Programs not approved under revised Bilingual Program Standards (2008) are no longer approved preparation programs

7 BCLAD Candidate Completion Important Details Candidates should complete program by 12/31/11 IHE could submit online recommend after this date as long as the requested issuance date for document is no later than 12/31/11 If extenuating circumstances will not allow completion by 12/31/11, IHE must submit a ‘lock list’ of those candidates to PSD. 7

8 BCLAD Candidates Completion Timeline for Establishing ‘Lock list’ December 10, 2011 - Institution submits ‘Lock List’ to PSD Confirm list by January 30, 2011 PSD provides information to Credentials Office Following December 31, 2011 issuance date, only candidates on lock list may be recommended based on prior BCLAD program. 8

14 14 Program Review Cycle Until ALL Standards MET!

15 Final Program Approval Committee on Accreditation (COA) When all standards are found to be met: Program sponsor must provide CTC with final narrative incorporating all changes made during IPR cycle. Program sponsor provides a descriptive paragraph to CTC staff for the COA agenda CTC staff then schedules COA action at the next meeting 15

16 16 Review Process - Final Program moved to COA agenda for approval Upon approval, press release sent and posted to CTC website Upon approval, program may begin at institution’s discretion

17 17 Bilingual Authorization Basics Coursework toward bilingual authorization is NOT included in the Multiple or Single Subject unit cap May combine Coursework with passage of CSET:LOTE exam subtests once equivalency is determined

21 Candidates in Transition Question: A Candidate entered the program and has complete courses as articulated for the MS/BCLAD program. Due to having added a math authorization they will not have completed their student teaching by Dec 31, 2011. How to I assure that they get their Bilingual Credential ? 21
