5 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California 5 English Learner Authorizations  English Language Development (ELD) − Content subject area that provides instruction to promote the acquisition of listening, speaking, reading, and writing skills in English  Specially Designed Academic Instruction in English (SDAIE) − Instruction in subject matter, such as math or social science, presented in English  Bilingual Authorization − Instruction presented in student’s primary language (L 1 )

7 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Important Facts   EL authorizations are required when the local level determines EL instructional services are needed.   Once an EL authorization is earned, it remains in force as long as the credential is valid.   All current CTC-approved teacher preparation programs provide preparation for EL Authorization 7

22 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Meeting The Subject Matter Competence Requirement   Single Subject Candidates Two options: 1) 1)Pass the appropriate CSET subject matter examination. 2) 2)Complete a Commission-approved program of subject matter preparation coursework. Note: A major in a subject is not the same as a Commission-approved subject matter program 22

27 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California ELAAP Recommendations   CTEL retains full authorization for ELD/SDAIE including departmentalized   Authorization provided through teacher preparation (MS/SS/ Ed Sp) will be limited to SDAIE and ELD in the setting and content area of the credential.   New basic single subject credential in WL:ELD specifically for departmentalized ELD
