4 What We Know Heritage UMC The Trustees Committee and the Church Council are aware of the following problems:  Electrical system is at a maximum capacity Original wiring in the Sanctuary and in the 1961 Educational Building.  Moisture problem in the northwest corner of the ground floor  Lack of ADA accessibility: Sanctuary Educational Building Restrooms

5 What Has Been Done So Far? Heritage UMC  Trustees Committee met with several church groups to seek input on space and accessibility requirements  Trustees canvassed the congregation for input on the current needs of the church  Trustees reviewed previous recommendations How to use space and optimize/improve/modernize facility  Formed a smaller Building Committee  Reviewed 3 presentations from architectural firms  Engaged services of EADS Group on how to correct issues

6 What Have We Learned? Heritage UMC The EADS Group completed an initial study and briefed the Trustees and Building Committee on their recommendations:  Electrical Issues can be solved within the confines of the project to solve the other two issues  Moisture Believed to be coming from inadequate roof and underground drainage Will require digging and sidewalk replacement on the Diamond Shoppes corner  Accessibility Installation of proper restroom facilities on each level Improving accessibility to Church

7 What We Considered To Make Recommendations Heritage UMC

8 Electrical Heritage UMC By upgrading the electrical system it solves the system overloads:  Enables updating kitchen, audio/visual equipment, etc... without fear of overloading the system and blowing breakers  The sanctuary lighting system will be less likely to blow breakers  Provides a safer facility with adequate electrical service and the ability to expand

9 Moisture If the moisture problem is addressed properly:  The paint in the halls will no longer peel  We will avoid any severe structural damage to the foundation or mold problems Heritage UMC

10 Addressing ADA Accessibility Heritage UMC By installing ADA (Americans with Disabilities Act) compliant restrooms:  Accessibility for the disabled will no longer be an issue  People/visitors will have easier access from all levels  There will be loss of floor space  As a public building, new restrooms must comply with the ADA

11 Considered Accessibility Solutions Solution One: Ramp  Less expensive than an elevator and would not sacrifice floor space  Located on the Market Street side of the building 45 foot ramp with a 1 inch rise per foot Concerns  Still have to go outside to change floors within the church  Not practical for food/beverage carts  Not esthetically pleasing Heritage UMC

12 Considered Accessibility Solutions Solution Two: Elevator  Will not have to go outside to change floors  Able to have food/beverage service in any part of the building  Safety when traveling between floors Concerns  Loss of floor space to an elevator shaft and mechanical room  More expensive than a ramp Heritage UMC

13 Floor Space Considerations  Use the Market Street house for additional space (i.e. Pastor’s Office, Library and/or Church Secretary)  Reconfigure the remaining floor space to accommodate current needs Sacrifice existing classroom, library or chapel space  Add a third floor to the Educational Building Heritage UMC

14 Considered Floor Space Solutions Solution One: Using the Market Street House for Additional Space  First floor must be used for retail space (Ligonier Borough Diamond District zoning requirements)  Second floor could be used for Pastor’s Office and Church Secretary  Needs to be made ADA accessible Concerns  Offices will be difficult to find  Limited accessibility  ADA accessible entrance and restrooms will add an additional 67% of the current mortgage debt  Difficult for staff to monitor church activities  Loss of future rental income Heritage UMC

15 Considered Floor Space Solutions Solution Two: Reconfiguring the remaining floor space  Church Secretary will be more visible  Nursery will be in a more secure area  Allows for an updated Pastor’s Office, office area for the Church Secretary and staff, Chapel area, and Library  Access to the Pastor and Church Secretary would remain within the existing church building  Easier to monitor the activities ongoing in the church Concerns  Reduced classroom space Heritage UMC

16 Considered Floor Space Solutions Option Three: Add a third floor to Educational Building  Would better accommodate the needs of the Church Expanded Library, larger Chapel, more office space, and more storage  Able to hold larger community and church group meetings  Accommodate all current and future classroom needs of the church  Still maintain the character of the building Stone facade can be matched to complement the existing stone  Market Street House would still be available to generate income and revenue  Visitors and congregational access to the Pastor and Church Secretary would remain within the existing church building Heritage UMC

18 Church Council Vote On May 28, 2015 Heritage UMC  Renovate the building to upgrade the electrical system and solve the moisture problem  Install new energy efficient windows and ADA compliant restroom facilities  Install an internal elevator to accommodate accessibility to all levels of the building  Add a new third floor to recover the existing classroom, storage and office space Conduct a fund-raising campaign to encompass all renovations

27 Project Budgets Heritage UMC  Renovate the church to upgrade the electrical system  Correct the moisture problem  Install an elevator to gain ADA accessibility  Add ADA accessible restrooms  Add new energy efficient windows  Build third level to recover lost classroom space and add more storage Price: approx. $1,840,000 (includes updated engineering/architectural and permitting fees and 2016 anticipated construction costs) Overall Fund Raising Goal : $2,500,000 (to allow for unforeseen cost overruns, the mortgage debt on the Market Street property, updated kitchen off the Church lounge, a handicapped accessible lift for the Fellowship Hall, potentially a gabled roof instead of a flat roof if the congregation so decides, and any other unexpected expenses)

28 Next Steps Heritage UMC  Formal approval and direction from the Church Council/ Charge Conference was granted May 28, 2015 to proceed with building renovations and third floor  Conduct an informational meeting(s) with the Congregation on November 1, 2015  Create a Capital Funds Campaign Committee and initiate a capital campaign  Obtain final congregational approval at the next Church Conference before starting construction

30 Capital Fund Heritage UMC  Began with Ms. Dorothy Brandt Ms. Brandt’s bequest to the Church initiated the current fund She attended our our church in the 30’s and 40’s Most recently associated with our church as a resident of Ligonier Gardens in 2009 She passed away on Aug 1, 2013 and left $100K in her Will to our church  Current fund balance is $88K after payments to EADS for facility study and schematic drawings  R.K. Mellon Foundation Has expressed interest in our campaign due to the active involvement of so many community organizations using our church  Other foundations will also be approached
