2 What  CTR affected businesses were invited to submit proposals that would give the choice of opting out of the “traditional” regulation-oriented CTR program and substitute an alternative program developed, supported and implemented by a consortium of businesses that have the potential to be equally or more effective in achieving CTR goals.

3 Details  The consortium must include at least five currently CTR affected businesses  Have two agreements in place prior to implementation: 1. Between the City and the consortium - specific work program, including timelines, actions/activities and performance measurement 2. Participating businesses (e.g., a contract or a membership services agreement that identifies each party’s roles and responsibilities in the consortium)

4 Details (continued)  Increase flexibility for businesses in their approach to reducing drive alone rates, emphasizing business to business engagement vs. business to regulator interactions, and offers opportunities to explore alternative techniques and tools to achieve performance

5 Why  Support Redmond businesses working together  Develop a more cost effective and efficient approach to achieving CTR goals  Minimizing regulatory burdens

6 Local Objectives  Increase use of alternatives to driving alone is an integral part of realizing Redmond’s vision for two vibrant urban centers and offering a diversity of choices  Community priorities emphasize actions to:  support a vibrant business community, foster Redmond’s greenness and community character, encourage efficient use of existing and planned infrastructure, and  promote efficiency and innovation as a responsible government

7 GRTMA Proposal  Redmond 2 go:  Alternate method of tracking employee participation in CTR  Progress reports provided by GRTMA to City  Implementation and administration at no cost to the companies  Use of GRTMA funds and grants  Proposals for the R-TRIP grants on behalf of the GRTMA and the participating companies to pay for the alternate tracking method, including administration, maintenance and incentives  Administration, implementation, training, marketing, support and incentives provided by GRTMA

9 Redmond 2 go  “RideTrack” participants use a swipe card to track their daily trips on a card reader located at entrances and exits on site  Cards readers only require a power outlet and a phone line  Card readers placed at entrances and exits at each company’s work sites  Telecommuters and compressed workweeks can swipe the day they return  Allows for all commute modes, including varying sizes of carpools

10 Progress  Agreements between GRTMA and consortium members, and between the City and GRTMA have been completed  Card readers have been installed  GRTMA hosting rollout events the week of June 16 th  Testing will occur for 2 weeks  Official “Go live” June 30th

11 Changes  Modified approved alternate plan design of the number of companies required in the consortium from 5 employers to 4 in base R-TRIP funding agreement  Allowed the GRTMA to move forward with the implementation of Redmond 2 Go with companies already signed on while continuing to recruit a 5 th company to participate

12 Learning  Some companies have switched over to VOIP and analog phone lines are required for card readers  It was more challenging than expected to recruit companies to try something different from the traditional CTR program

13 Looking Forward  We are excited about the upcoming rollout for the consortium!  City of Redmond desires to continue the alternate plan for 2014-2015
