9 Implementation Projects FY 2014/2015: $140,000 Distributed through one round, with FY 15 portion of contracts delayed till 9/1/14 FY 2014 - $70,000 FY 2015 - $70,000 Returned monies addressed by the SWAC FY 2016/2017: $204,208 available Distributed through one round, with portion of contracts slightly delayed till 9/1/2016 FY12 - $102,104 FY13 - $102,104 Any returned monies will be used to cover overages from collection events, or on outreach and education materials FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments9

11 Eligible Recipients Cities Counties Public Schools and School Districts Other special law districts Entities with authority/responsibility for water quality protection or MSW management Examples: M.U.D.s, S.U.D.s, WCID’s, River Authorities… COGs In accordance with §361.014(b), Texas Health and Safety Code, and 30 TAC §330.649(d), MSW Rules, a project or service funded under this contract must promote cooperation between public and private entities and may not be otherwise readily available or create a competitive advantage over a private industry that provides recycling or solid waste services. 27 EXPENSE CATEGORIES Personnel and Salaries Eliminated for FY12/13 – elimination carried over to FY 14/15, and will continue in FY 16/17 Travel Directly related to project Supplies Cost of less than $1,000 Consumed in a relatively short period of time, such as disposable gloves, recycling/waste container liners, etc. Equipment Cost of greater than $5,000 Construction Enhancement or building of permanent facilities Contractual Professional services (such as HHW management, etc.) Other Cost of less than $5,000 Examples include computers, printing, signage, recycling bins, personal safety equipment, etc. Indirect Related to salary costs – eliminated for FY12/13 – elimination carried over to FY 14/15 and will continue in FY 16/17 FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments27

28 FUNDING STANDARDS 100% solid waste use Funded Local Enforcement or Cleanup programs must coordinate efforts with TCEQ Equipment and controlled assets must be maintained on local and regional inventory Project expenses must be incurred within grant period Progress and results reporting is required during and for one year after project contract period has ended HHW Collections, Illegal Dumping Clean-up, and Community Collection Events are exempt from Follow-up Results Reporting FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments28

29 2/13/2014Capital Area Council of Governments FUNDING PRIORITIES  Funded projects must be consistent with the goals and objectives of the CAPCOG Regional Solid Waste Management Plan (available on CAPCOG website)  §361.014(b), Texas Health and Safety Code  Prioritized projects include: HHW collection programs Programs and/or initiatives that encourage recycling, diversion and market development for scrap tire management Community clean-up events and bulky item collection Illegal dumping and enforcement Recycling services, programs and market development Projects that are regional or sub-regional in nature Projects requesting grant funds for “seed” money to start new programs or to expand existing programs Projects that encourage public-private partnerships Start-up or expansion projects Projects that will be self-sustaining beyond the grant period Note: Matching funds or in-kind services are not required, but are strongly considered !!! 31 SELECTION PROCESS FY16/17 Request for Applications was issued on November 3, 2015 Application will be available for downloading from CAPCOG web site Hard copies will be distributed upon request Grant application workshop will be offered today November 18, 2015 Applications will be due by COB Thursday, December 17, 2015 SWAC will score applications at January 22, 2016 SWAC Meeting Applicants will be required to make a brief presentation on their project Eligible projects may receive full or partial funding Projects scoring below 70 of 100 points will not receive funding Eligible projects for which there is not sufficient funding may be placed on a contingency list FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments31

33 RECALL THAT A GRANT FUNDED PROJECT MUST NOT CREATE UNFAIR COMPETITIVE ADVANTAGE OVER EXISTING PRIVATE INDUSTRY! 34 PRIVATE INDUSTRY – APPLICANT RESPONSIBILITIES Categories required to provide private industry notice are Source Reduction & Recycling, New Citizens Collection Stations, or Education & Training Demonstrations Applicants MUST contact private industry regarding recycling and waste management grants (HHW and LE grants are exempt) Please contact us if you would like a list of private industry service providers Applicants MUST identify private industry representative contacted and are encouraged to provide documentation of response Private industry notification MUST be completed before application submission Private industry will be notified grant application submission and review timeline Applications will be available for review by private industry (Posted on CAPCOG website 3/31/14 through 4/10/14) Private industry may offer comments on proposed projects FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments34

35 If concerns are identified, private industry is STRONGLY ENCOURAGED to contact applicant at earliest opportunity to attempt a solution If concerns are not resolved, private industry is encouraged to provide applicant with as much time as possible to review and respond to concerns CAPCOG requests that concerns be submitted no later than 2 days prior to the scheduled January 22 nd scoring meeting Projects for which private industry concerns exist may be denied by SWAC FY 2016-2017 SW Grants Workshop 2/13/2014Capital Area Council of Governments35 PRIVATE INDUSTRY CONCERNS
