1 STBIH Crisis Plan 2009-2010 Reform of the union and restructuring

2 AIM  Collective Leadership of STBIH formally and in practise  Restructure the union incomes in order to promote local initiatives and actions  Use 2010 to implmented the planned activtiesy with the limited contribution from STBIH  FIET Project as supporter for STBIH.  Start reform process in cooperation with PAM and HUMAK.

3 How to do it?  Executive Comittee adopted the Decission of Crisis Plan for 2 years  If needed Congress will be moved to November  Plan will be formally accepted on the Congress and in practise this process will start in June  The first meeting with PAM and HUMAK sheduled for 16 February

4 CRISIS PLAN  2 years plan  In the period of 2 years Mersiha will lead the union. The incomes used as President salary will be used for professional engagement in the  Instead of 7 Cantonal Boards there will be 5 STBIH Regions:  Region Central STBIH: Sarajevo,Goražde, Pale  Region Middle Bosnia :Zenica, Travnik  Region NorthWest: Bihać,Prijedor RS  Region Herzegovina: Mostar, Zapadna Hercegovina, istok RS  Region Tuzla: Tuzla and sorrounding manicipalities

6 Crisis Plan  Collective Leadership in STBIH.  Proposal for regional representatives based on income analisis:  Želja ( Hercegovina + RS East),  Ljilja(Zenica + Travnik),  Fikret(Sarajevo i Goražde)  Region Northwest – 1 representative  Region Tuzla – 1 representative  Three reps out of five are covered by FIET Project.  The salary of president is being accumulated and partly used for two regional reps as well as for process of putting claims on the property in Croatia  Secretariat is consisted of: 5 regional reps, president of youth and women,president of the union and treasurer (?) The work of the members will be stimulated  Number of Executive Comittee members will be defined during the reform process.

9 Sheme – crisis plan proposal Professional engagement for 5 professionals andstimulation for Secretariat members

10  Proportions as well as the amounts payed for professional engagement as well as stimulation for members of Secretariat in the period of Crisis Plan as well as the number and constitution of Executive Comittee will be set during the reform process and on the basis of the analisis on membership
