13 Peer Review Procedure 8 monthsFunding gaps + possible solutions 1. increase national budget 2. cut budget of funded research groups 3. EC top-up funding 4. reject proposal 9 monthsFinal CSC decision Inform applicants Start national funding negotiation 11 monthsfirst projects start

14 Consortium agreement Minimum overall amount that needs to be spent receive max. EC contribution of 10 Mio. € is 30 Mio. €. Failures of funded transnational projects or budget cuts within their duration might reduce the final EU-Top-Up Funding as this will be based on real expense. The maximum budget available for co-funding of research projects is 7 Mio. € (10 Mio. € - 3 Mio. € management and unit costs). Australia, Canada, and Switzerland’s budget does not count for calculating the maximum co-funding amount.

15 Consortium agreement Goal: maximize the number of high quality proposals to be funded. First explore all funding solutions to unblock situations at the national level. Each final sum paid by the partners will be topped-up by 10% with EC contribution. If this leads to a situation where insufficient funds are remaining from the EC contribution to fund further projects, this percentage may be revised by the CSC. A part of the EC contribution will be used to fund partners for which no more national funds are available (filling the gap). The distribution of remaining funds, if any, shall be discussed and decided during a CSC meeting.
