2 Agency Support for Increasing the Number of ESL-Endorsed Teachers  To support divisions in meeting the ESEA requirement for highly-qualified teachers  Help address need in certain divisions with an insufficient number of ESL-endorsed teachers

3 Criteria Used to Determine Divisions’ Eligibility for Teacher ESL Endorsement  Number of classes taught by highly qualified ESL teachers (holding a valid endorsement)  Number of teachers in each school division holding a valid ESL endorsement  Ratio of ELLs to endorsed ESL teachers  Growth rate of ELLs within each division  Divisions in Title III improvement status for AMAO performance

4 TELL Certificate (Teaching English Language Learners)  Partnership with George Washington University (GWU)  Divisions participating  Cumberland County  Dinwiddie County  Halifax County  Lunenburg County  Mecklenburg County  Nottoway County

5 What is the TELL Certificate?  Online certification program which leads to ESL endorsement (18 hours)  May 2015 through August 2016  Participants must complete six hours of foreign language while enrolled in the TELL Certificate program

6 GWU Partnership Results Eleven ESL endorsed teachers to support the academic needs of ELLs

7 ESL Education for Practitioners  Partnership with George Mason University (GMU)  Divisions participating  Campbell County Charles City County  Floyd CountyKing and Queen County  Manassas City Manassas Park City  Nelson County Northampton County  Petersburg City Prince George County  Rappahannock County Salem City  Scott County West Point  Wythe County

8 What is ESL Education for Practitioners?  Online certification program which leads to an ESL endorsement (18 hours)  Fall 2015 until summer 2017  Participants must complete six hours of foreign language while enrolled in ESL Education for Practitioners
