4 City Council requested a plan for Universal PreK in Fall 2013 Mayor’s Action Plan for Seattle Preschool Program was approved June 2014 Voters passed Prop 1B in November 2014 Seattle Preschool Program Implementation Plan was approved April 2015

5 Eligibility Criteria

6 Currently Eligible SPP Providers School or center-based preschool Licensed by the WA state Department of Early Learning (or exempt from licensing) A participant in the Washington State Early Achievers (EA) system and holds EA rating of 3 or higher 2 Full-day (6 hour) preschool classrooms – Could be at one or more sites – Could be a partnership of multiple providers

7 Not currently eligible for SPP 3 Pathways Apply in Round 2- Winter 2015 Apply to SPP Pathway Family Childcare can apply in Winter 2016

8 Apply in 2 nd Round—Winter 2015 School or center-based 2 full-day classrooms – Could be at one or more sites – Could be a partnership Providers who will be licensed in the next 6 months Providers who will be rated Early Achievers 3 or higher in the next 6 months Providers who are willing to commit to SPP requirements

9 Apply to SPP Pathway Providers who can only provide 1 classroom, but have plans to expand Providers who can only provide part-day classrooms, but have plans to extend the school day to full-day Providers who need quality or facility improvements in order to meet licensing requirements or Early Achievers 3 rating

10 Family Childcare apply in Winter 2016 Licensed Early Achievers rated 3 or higher Family Childcare pilot will be designed during comprehensive evaluation panel (August 2015)

14 Location – near low performing schools, or serving kids who go on to attend low-performing schools Serving low-income families – Head Start, ECEAP, Step Ahead – Provision of wrap-around care Quality level – Early Achievers 5 – Dual language instruction Tie-breakers – More than 2 classrooms – More incoming Kindergarteners or ELL families in community

15 Provider Requirements & Benefits

16 SPP Provider Requirements 6 hour school day Two classrooms Maximum 20 children/classroom (1:10 ratio) Teacher Quality Requirements Coaching Curricula Professional Development Child-level assessment Classroom and teacher assessments City-managed student enrollment

17 SPP Provider Benefits Funds and supports to raise the quality of your preschool program Provide preschool services to children of all income levels Access City funds for teachers to complete their degrees in Early Childhood Education Receive funds to pay teachers competitive rates Training for all staff in research, play-based curricula In-class coaching for all teaching staff Free or affordable tuition rates for families Plus more!

18 SPP Provider Reimbursement

19 SPP Provider Reimbursement (1 of 2) Standard Rate (roughly $10,000/child) Variables – Staff Education – Other revenue sources – # of children Tuition collected by the City – Before- and after-school tuition may be collected by the provider

20 SPP Provider Reimbursement (2 of 2) Funded by classroom NOT by slot Not a line-item based budget Will include performance pay Possible quarterly recalculation

21 Additional Funds Special population funds are determined on a case-by-case, as-needed basis. Providers can apply for funds for family engagement activities (up to $786 for the 2015-2016 school year). Professional development for curriculum, ongoing training, and coaching is organized, provided, and funded by the City.

22 Blending and Braiding Funds ECEAP, Step Ahead, and Head Start classrooms ARE eligible to apply Funded at a rate that will allow the City to blend funds AND allow providers to complete additional requirements of other programs Mixed-income classrooms The City will continue to collaborate with the State and Region X
