Also modified to read, “to achieve a particular or criminal end.” Another definition of terrorism is on page 566  Two Aspects of Terrorism -activity has potential to kill or injure large numbers of people (Also threat of mass destruction). -effective investigation aimed at preventing the act from occurring (proactive). After the act would be reactive
