1 FUTURE FOR OFFSHORE WIND ENERGY IN SPAIN Wind Energy Department
Félix Avia Aranda Wind Energy Department

2 Total wind power installed in Spain at the end of 2006 was 11,615 MW
Total wind power installed in Spain at the end of 2006 was 11,615 MW. Spain does not yet have any offshore wind power plant.

3 Promoters are focused in the installation of wind farms onshore
Promoters are focused in the installation of wind farms onshore. Onshore wind resources have the potential to cover the maximum wind power allowed to be integrated in the present Spanish grid. Spanish waters are generally deeper than those on the North European cost. Regulations for permission installation are complex and not friendly application. Last but not least, same feed-in price that for on onshore wind farms.

4 EXISTING POTENTIAL

5 OFFSHORE PROJECTS IN PLANNING STATE
31 projects presented for permission on the cost of Galicia (7), Andalucia (17), Cataluña (4), Valencia (3) and Murcia (1) for a total of 2,800 MW

6 ROYAL DECREE FOR OFFSHORE WIND FARMS REGULATION
In December 2005 a draft Royal Decree (RD) was submitted by the Spanish Government to the main players and lobby groups to define the procedures, conditions and criteria that are to govern the authorizations for the construction and extension of the wind farms. The minimum power capacity of an offshore wind farm it is fixed at 50 MW. Six Ministers are involved in the process for authorization of a wind farm. The objective of this new RD is to establish a simplified procedure for offshore wind installations, being the General Direction for Energetic Policy and Mines (DG PEM), depending of the Ministry of Industry, Tourism and Trade, the responsible that operates as the central institution in relationship to the many interests connected to the establishment of offshore wind power projects.

7 ROYAL DECREE FOR OFFSHORE WIND FARMS REGULATION

8 FEED-IN TARIF FOR WIND ENERGY
The draft of the up-dated Royal Decree that regulates the activities of electricity production using renewable energies (RD 346), included for first time the regulation for the feed in price for the electricity produced by offshore wind farms Subsidy € Cents/kWh Maximun Minimun ONSHORE 2.9291 8.4944 7.1275 OFFSHORE Up to 8.43 16.4 That figures make attractive the future Spanish offshore market!
