4 CONCLUSION – general vision Distinction between national and regional level Reactions of the stakeholders to the 4POWER recommendations were very positive  chances for implementation were evaluated as different, ranging from „implementation already started“ to less likely  dependence on current political developments was stressed Education, infrastructure development and OWE promotion were considered as mainly regional issues  support for working on this was promised by stakeholders from all levels Other issues were considered as mainly national tasks, such as the reduction of permission procedures. The environmental impact assessments in Germany were considered as sufficient = do not need improvements in terms of environment protection

5 Part II: Implementation plan Rostock/Mecklenburg-Vorpommern region

6 Current policy in the Region Regional strategy has been very supportive towards OWE over the last decade  support of many relevant players  for instance, visible in 19 planned wind farms,  support of harbour infrastructure development,  wind energy chair at the University of Rostock Current discussion on the regulatory framework conditions on federal level should be in focus  WEN Important improvements of grid connections  OWE lobby

7 What have we learned from the 4POWER project? German incentive system was re-confirmed by the project as good and recommendable  provided good arguments for the current discussions Project indicated need for improvements in the grid sector and, thus encouraged related discussions on EU-wide grid harmonization The project recommendation to simplify permit procedures related to OWE, e.g. by introducing a „consent by silence“ principle, was welcomed as supportive  EU-wide regulations are considered as good idea, but only a long-term aim, if at all

8 Implementation Inputs from the project encourage some improvements or further specifications of a regional development already in sync with many project recommendations, e. g.: Regional harbour infrastructure is being developed towards optimization, coordinated approach is elaborated A first education of wind energy specialists is in preparation, the project recommendation for regional and international networking is welcomed here Awareness-raising activities were started with opening the first lasting OIC integration of OWE into tourism offers is currently discussed A strong regional wind energy network exists  work on connecting business, politics and administration was supported by the project results One very precise recommendation was developed out of the project in the stakeholder interviews: establishment of a test field with 5-6 turbines sites, available for prototype testing  wider discussion of the idea has just been started

9 Needed changes in OWE politics in the region Regional policy is on a good way  changes are only needed on a national level, where the regional stakeholders, out of the 4POWER project work discussion, determined the following needs: Longterm continuation of the OWE financing system Modification of the expansion targets 2020 Abolishment of the quantity control (limitation to 3 offshore wind farms per year) Reduction of the high co-financing rate for grid development works (35% to be paid by private grid operators) Creation of incentives for fast offshore wind farm completion Cost reduction activity support based on the cost reduction study issued by Stiftung Offshore
