2005 ITS Georgia Annual Meeting 1 MDOT VII Vision and Test Bed Plan States and OEM’s Working Together Gregory D. Krueger, P.E. MDOT ITS Program Manager Michigan Department of Transportation August 30, 2005

2005 ITS Georgia Annual Meeting 2 Consensus Line: The movie isn't funny, the plot is too thin, and the production values feel more like a TV sitcom than a movie. "Just irredeemably bad. It's not smart, it's not original, it's not charming, and it's certainly not funny." -- Susan M. E. Glen, POPMATTERS "Just irredeemably bad. 3 2005 ITS Georgia Annual Meeting 3 VII – Why We Care Safety – United States Highway Fatalities remain at about 42,000 - a new approach to preventing crashes is required to substantially improve highway safety Mobility – Congestion continues to worsen – a new approach is required to have significant impact on the current congestion trend.

2005 ITS Georgia Annual Meeting 4 VII – Why Should DOT’s Invest? Active Safety – Keep Crashes from occurring (cost to society in lives and $) Passive Safety – Identify “issues” on the road that can be corrected (snow/ice, potholes, geometric deficiencies, etc.) Traffic Management – Every vehicle is a probe, every vehicle can receive real- time traffic reports

2005 ITS Georgia Annual Meeting 5 MDOT VII Vision partner with public agencies, the automotive industry and the telecommunications industry to lead the nation in VII research and sustained VII deployment providing a public foundation for a new automotive information technology industry in Michigan and ensuring improvement in transportation system safety and operational performance.

2005 ITS Georgia Annual Meeting 6 Why Is Michigan Interested?

2005 ITS Georgia Annual Meeting 7 450 Miles: The Hub of Auto Industry

2005 ITS Georgia Annual Meeting 8 MICHIGAN AUTOMOTIVE R&D FACILITIES 178 Facilities $10.3 Billion spent in-state on automotive-related R&D (2002 - NSF)

2005 ITS Georgia Annual Meeting 9 Subaru R&D Mitsubishi R&D Lotus R&D Hyundai R&D Toyota R&D Ford R&D Nissan R&D Mitsubishi Electric R&D GM Tech Center DCX R&D VW R&D

2005 ITS Georgia Annual Meeting 10 Partnerships Success requires we all work together –VII must work from city to city and state to state –VII must use the same in-vehicle and roadside hardware for communications (and protocols) on every make and model VII and the CICAS program work hand- in-hand

2005 ITS Georgia Annual Meeting 11 MDOT Testbed Partnerships Vehicles Infrastructure InfoStructure Telematics Driving & Traffic Traffic Operations Automotive Industry - Electronic signing - Highway design - Advanced power - Security & reliability - Crash avoidance - Incident ID & response - CMS & detour signing - Traffic & road database State of MI Telecom Industry DRIVER Safety & Mobility - Traffic information - Tracking and routing - Crash & safety notification - Safe driver interface - Remote diagnostics

2005 ITS Georgia Annual Meeting 12 Planning for the Future – VII Test Beds

2005 ITS Georgia Annual Meeting 13 MDOT Test Bed Vision Provide National Leadership –Focus on industry standards –Multiple automakers, communications providers and other partners –MDOT and local agencies and other states Advance VII technologies and practices Enhance the National VII program Assure infrastructure investments by MDOT that have long term use beyond VII test bed project

2005 ITS Georgia Annual Meeting 14 Multi-Phased Approach Early Phases - Evaluate alternative technologies –Short range wireless technologies to vehicles –Connectivity and backhaul technologies Later Phases – Interoperability –Converge to common, interoperable system among vehicle and infrastructure deployments

2005 ITS Georgia Annual Meeting 15 Specific VII Test Bed Tests Identify common data sources and sets Test current, stable technologies that can be used for vehicle to roadside communications Evaluate different technologies as options for backhaul communications

2005 ITS Georgia Annual Meeting 16 Evaluating Data Integration MDOT / GM Test to Validate Accuracy How will probe data change the way MDOT does business? –Short term → Augment –Long term → Replace

2005 ITS Georgia Annual Meeting 17 Planned Coverage Areas Centered in metropolitan Detroit area Multiple phased test beds Phase 1 - On-Campus Phase 2 - Expand to surrounding areas Phase 3 - Connect Local test beds Supports the National Test Bed strategy –National Test Bed Phases 1 through 3
