2 Charter Today there are home phones and services being introduced to change wireline service to wireless connectivity. A current example is Wireless Home Phones (WHP) where the CMRS network may be providing service to a static or portable (nomadic) adapter or device that is not a mobile wireless handset. In addition, various types of small cells, including home femtocells, are using wireline broadband access to improve CMRS wireless coverage and accessibility in homes, businesses, and public locations. These growing trends bring about an increasing need to maintain the availability of known dispatchable addresses for 9-1-1 at primarily indoor locations. In most instances the address or dispatchable location is known or can be obtained, rather than a less accurate Wireless Phase 2 derived longitude and latitude.

3 Goals 1) Analyze current Wireless Home Phone (WHP) deployments with regard to wireline and Interconnected VoIP E9-1-1 parity for devices that are not generally mobile and provide as appropriate new recommended NENA standards to allow the most precise location information 2) Analyze current Femtocells and Small Cell deployments in regard to wireline and Interconnected VoIP E9-1-1 parity for devices that are not generally mobile and provide as appropriate new recommended NENA standards to allow the most precise location information

4 Goals 3) Analyze the greater growing use of CMRS wireless handsets with Wi-Fi voice capability or Wi-Fi only handsets for indoor Wi-Fi calling situations that are not generally mobile and the current default to wireless E9-1- 1 Phase 1 and Phase 2 calling 4) Analyze other similar current and near-term potentially problematic cases and expected new situations, and either include in a standard to formally establish expected methods or define for additional future work.

5 NENA Non-Mobile Wireless Service Interaction Information Document (Authoring Committee Review) Two current scenarios are: (1) generally non-mobile home or business phones being converted from wired to wireless service provider connectivity (2) the growing use of wireless small cells that have a geographically smaller cell coverage area than would otherwise be the case with traditional macrocells.

6 Key points from these recommendations: Wireless Home Phones Pre-registered or pre-provisioned “location of use address” in ALI record display. When at pre-registered or pre-provisioned “location of use address,” the class of service should be “WHBP” (“Wireless Home or Business Phone”) from the RESD position source. Location sanity check mechanism. Pre-registered or pre-provisioned “location of use address” and the “WHBP” class of service should not be overridden upon rebid for latitude and longitude x, y coordinates.

7 Key points from these recommendations: Wireless Home Phones Customer Name Field” should include the customer name associated with that account. Where technically feasible, if wireline English Language Translations (ELTS) are currently being used for i2 VoIP, instead of ELTS of “Verify, Verify, Verify,” then wireline ELTS should be used. Where technically feasible, pre-registered or pre- provisioned “location of use address” should be used to route the wireless 9-1-1 call instead of the cell or cell sector information.

9 Key points from these recommendations: Femtocells For any customer installed femtocell, FEMTOCELL shall be in Customer Name Field. Where technically feasible, if wireline English Language Translations are currently being used for i2 VoIP, instead of ELTS of “Verify, Verify, Verify,” then wireline ELTS should be used. Where technically feasible, pre-registered or pre- provisioned “location of use address” should be used to route the wireless 9-1-1 call instead of the cell or cell sector information.

10 Key points from these recommendations: Small Cells Wireless carrier installed and activated small cells with a radius range of 500 meters or less should display the small cell “location address information”; display “SMALL CELL ADDRESS” in the Customer Name Field; use a class of service of WFD followed by 1, 2, 3, or 4. Number 1 designating a cell radius range of within approximately 10 meters; Number 2 designating a cell radius range of within approximately 50 meters; Number 3 designating a cell radius range of within approximately 100 meters; and Number 4 designating a cell radius range of within approximately 500 meters.

11 Key points from these recommendations: Small Cells For future small cell deployments and resubmissions for existing small cell deployments the NENA Test Validation Worksheet information should be populated with the small cell “location address information,” provide “SMALL CELL ADDRESS” in the Customer Name Field, and provide for using a class of service of WFD followed by 1, 2, 3, or 4 In the case of a DAS, Customer Name Field may instead provide as an alternative “DAS SMALL CELL ADDRESS.”

12 Key points from these recommendations: Small Cells Rebid function shall be available as an option to the PSAP call-takers for smalls cells with a class of service of WFD1, WFD2, WFD 3, or WFD4. Considered important given that the WFD4 (500 meters) and the WFD3 (100 meters) classes of service can cover an area larger than the x, y location accuracy that may available upon rebid.

13 Recommendations for Future Work: Wireless Handsets with Derived Location of Use Address Information within 50 meters For any wireless handset presenting a “derived location of use address” to a PSAP, the Customer Name Field shall clearly state “DERIVED HANDSET ADDRESS.” For any wireless handset presenting a “derived location of use address” to a PSAP, the class of service information should be the same WRLS, WPH1, and WPH2 used with other wireless handsets. With regard to “derived location of use” address information, how the interim recommendations above should potentially be changed should remain under continued study and review for the next several years.
