Kansas State Department of Education www.ksde.org Emergency Safety Intervention Reporting for the 2015–16 School Year The 2015 Kansas Legislature passed statutes on emergency safety intervention, which became law on June 4, 2015. These statutes require significant changes to the emergency safety intervention data that each building must report to KSDE. Beginning with the 2015-16 school year each building must report the following information in the ESI Report in the Kan-Dis application for all emergency safety intervention incidents for students for which it is responsible: KIDS Student ID Whether the student had an IEP at the time of the emergency safety intervention incident Whether the student had a 504 plan at the time of the emergency safety intervention incident Whether the student had a BIP at the time of the emergency safety intervention incident The date of the incident Whether the incident was a physical restraint or a seclusion The total minutes of physical restraint or seclusion (with any duration of less than one minute rounded to one minute) The Emergency Safety Intervention Report in the Kan-Dis application will continue to be submitted twice per calendar year. The relevant dates for Reporting Period 1 of the 2015–16 school year are as follows: Incident Date Range Begins: 06/01/2015 Incident Date Range Ends: 11/30/2015 Submission Window Opens: 12/01/2015 (Submit incidents of ESI that occurred on or between 06/01/2015 and 11/30/2015.) Kansas State Department of Education www.ksde.org Standard Operating Procedures 2015-2020 1.TASN projects are not research projects. All activities to be conducted must be planned and carried out for the direct benefit and provision of supports and services to Kansas districts and schools as defined in Attachment C: Levels of Support. 2.Across priority areas, all TASN providers must actively participate, collaborate and support KSDE initiatives, including work to support Focus and Priority schools such as District Needs Assessments and implementation of interventions. 3.All proposed objectives and activities will align with and support implementation of the Kansas Multi-Tier System of Supports including the principles and practices. 4.All funded efforts must demonstrate capacity to support district- or school-wide systems change by incorporating activities that will effectively support all students, including those with all types of disabilities (i.e. students with mild to significant disabilities regardless of categorical label). 5.All funded efforts must demonstrate support for addressing academic and behavior in a connected manner as a preschool through college and career ready continuum for all students, including those with disabilities.

All proposed activities are to utilize an implementation science framework, coordinate with other KSDE initiatives and focus on capacity-building, using data to drive decision making. The focus is specifically on developing district and school capacity to implement effective evidence-based practices. All funded efforts must demonstrate capacity and commitment, through action and evaluation, to provide statewide support in each Kansas State Board of Education region. 8. All funded efforts will work collaboratively with the TASN evaluator to design and implement an evaluation plan for each priority area. 9. Funded projects will house all information on a single KSDE TASN website and will not maintain individual websites. 10. All funded projects will be known and marketed at ‘TASN’; individual project names are not to be created in this RFA. Identities will be established for funded projects in collaboration with KSDE ECSETS leadership and designees.

All activities must adhere to the Learning Forward standards for professional learning as adopted by the Kansas State Board of Education in 2012. All funded efforts will provide KSDE with data to assist in planning and reporting for the Annual Performance Report (APR)/State Performance Plan (SPP)/Systemic State Improvement Plan (SSIP) and other purposes as requested. 13. All TASN providers are required to participate in quarterly TASN meetings. Representative professional staff from all projects will also attend annual mid- year progress meetings with KSDE ECSETS leadership and the TASN Coordination and Evaluation staff. 14. All funded efforts will participate in a “2+3” review mid-way during year two for KSDE ECSETS leadership and TASN Coordination and Evaluation staff to ensure progress and activities are meeting KSDE ECSETS needs. From this meeting, determination of continuation and future direction will be made for years 3-5.
