COLLEGE AND CAREER READY means an individual has the academic preparation, cognitive preparation, technical skills, and employability skills to be successful in postsecondary education, in the attainment of an industry recognized certification or in the workforce, without the need for remediation.

What is an IPS?  Multi-year educational plan based on career interests  The Kansas State Department of Education strongly recommends that all districts implement individual plans of study (IPS) for all students in grades 8 through 12.  8 th grade – career interest survey, develop individual plan of study (at a minimum, include career interests and all courses 9 – 12 + 1 year of post-secondary plans)

4. Why an IPS? Student’s Educational Path becomes:  Relevant → Higher Student Engagement  Focused → based on Career Interests  Efficient → time and $  Not a silver bullet, but an IPS will help a student make better choices and ultimately lead to a higher % of post-secondary completion

20.  Little has changed, except “transitional test” is now “field test.”  In January, CETE released additional Practice Tests containing all the technology-enhanced items students will encounter. ksassessment.org  Currently, all forms are going through a quality control process.  Testing window opens March 10. Distributed Denial of Service (DDOS)  On March 27, CETE was hit with the first distributed denial of services (DDOS).  Originated outside of the United States  A DDOS results in such large amounts of data sent to server that it prevents legitimate uses of that server.  Issue was reported at 7:15am and mitigated by 12:50pm that same day.  Eliminating IP addresses from offshore locations curbed the effects of this first attack.

A Second DDOS Attack  On Tuesday, April 1 CETE was hit by a second DDOS attack.  This second, separate attack was 100X stronger than the one from the previous week  After the second attack, CETE enlisted the services of a contractor specializing in mitigating the effects of a DDOS.  With contractor support, CETE was able to identify traffic that was “malicious.” Initially, some legitimate school traffic was misidentified.

28. Important Clarifications and Assurances  No student record was ever in jeopardy.  A DDOS is an incoming surge only.  No data has been compromised.  CETE is continuing to strengthen security and will work this summer to create redundancies to avoid the effects of this type of attack in the future.  An external security audit of KITE will be conducted by Fall 2014 to confirm security of data.

30.  All states are given the option to request an extension of their current waivers for an additional year.  If approved, our waiver would extend into the 2014-15 school year.  Must submit by early April, 2014 Extend our current ESEA Waiver

31.  Involves Principle 3 of our waiver.  How Kansas chooses to use student growth as a significant factor in teacher/leader evaluations.  Positive response/progress with the USDE  Submitted our response on January 27, 2014 and are waiting on a response. Respond to our current conditional “high risk” status

32.  Kansas will have CETE develop our state assessments instead of being involved with Smarter Balanced Assessment Consortium  A new assessment model that allows for multiple assessments at the high school level  Re-think how we identify “Not Making Progress” schools Amend items in our Current Waiver

34.  Results from the state assessments would not be used in teacher/leader evaluations until the 2017-18 school year. Move the use of using student growth data to inform personnel decisions
