2 TOPIC: COLLABORATION ON TRAINING OF OFFICIALS ON MIXED MIGRATION, ATD AND REFUGEE PROTECTION IN BORDER AREAS PRESENTED BY: SULEIMAN.E. MZIRAY BORDER MANAGEMENT & CONTROL DIVISION

3 INTRODUCTION The Ministry of Home Affairs’ Immigration Department has been working closely with various organizations on management of mixed migratory flows for a number of years e.g. IOM and UNHCR Migration management is mainly under the national laws, regulations, also in inter-agency cooperation or under international and regional treaties/protocols. In December 2007, Tanzania’s Minister for Home Affairs convened a meeting after returning from Geneva where he had attended the UNHCR High Commissioner’s Dialogue on Protection Challenges in line with the implementation of UNHCR’s 10-Point Plan of Action.

4 INTRODUCTION CONT’ In 2007, the then Minister for Home Affairs convened a stake holder’s meeting on 21st December 2007 to brainstorm on how best to respond to the challenge of irregular migration in Tanzania. In 2008, as a result of the stakeholders meeting The Ministerial Task Force on Irregular Migration was established to investigate various issues relating to irregular migration in Tanzania and advise the Government on how best to respond to this phenomenon. A report was finalized in April 2008 (available on www.reliefweb.org)

5 In 2010, Tanzania hosted the Regional Conference on Refugee Protection and International Migration Dar es Salaam. This conference developed a Action Plan that was to be implement over the next four years. The Immigration Department in on course on implementation of the 10 point Plan working closely with the Refugees Services Department, UNHCR, IOM, AATZ and other stakeholders.

6 CURRENT ACTIVITIES In 2013 a series of meetings were convened by the Department with UNHCR and IOM as members. The meetings agreed to revive the Task Force that was established in 2008 alongside implementation of the 2010 Action Plan. In 2014, a series of workshops on refugee protection and mixed migratory flows management have taken place, organized jointly by the department in collaboration with UNHCR, IOM and AATZ in regions that are considered to have high influx of persons involved in mixed migratory flows drawing participants from Prisons Department, Refugee Services Department, Judiciary, PCCB and local NGOs.

7 CURRENT ACTIVITIES CONT’ Among the key issues that are being addressed is ATD as well as empowering the relevant officials who are first persons to come into contact with irregular migrants with the knowledge and skills of handling persons of concern including referral mechanisms as provided by the national laws and international instruments that Tanzania is party to.

8 CURRENT ACTIVITIES CONT’ In 2014, the department is working closely with UNHCR and IOM and will carry out visits to the main border posts in the country to asses the procedures of admission for irregular migrants as well as to train border officials on how to handle persons who are in need of international protection. Also the Immg. Dept in collaboration with IOM, have developed SOPs to be used as a subsidiary working tool, when dealing with Vulnerable and persons of concern especially at entry points, or in the territory.
