4  The South African Human Rights Commission is the national institution established to entrench constitutional democracy.  The aims of the Commission are to promote - respect for; - observance of; and - the protection of human rights Mission of SAHRC

5 Mandate of the SAHRC  The Human Rights Commission must – a)Promote respect for human rights and a culture of human rights; b)Promote the protection, development and attainment of human rights; and c)Monitor and assess the observance of human rights in the Republic. 34 Programme: Advocacy  Programme restructured during 2003/04.  The campaigns and public education functions were reallocated to the Education and Training Programme.  A separate Media and Communications Programme was established in August 2003 to manage the communications, publications and media functions.

45 Economic and Social Rights OutputActual Performance Socio-economic rights reports, protocols and workshops The final draft of the 5th ESR report was completed by 31 March 2004 for adoption by the Commission, printing and distribution in 2004/05. Substantial refinements were made to the economic and social rights monitoring process to improve the quality of monitoring and to raise awareness of economic and social rights. 2 economic and social rights seminars were held, in addition to 20 other presentations and briefings for government and civil society.

61 Key Objectives 2004/05 To be an effective institution for the promotion and protection of human rights the Commission will pursue the following primary objectives:  To advance the public and parliamentary accountability of the Commission’s work and maximise the utilisation of public resources through sound strategic management and efficient financial and administrative systems and procedures;  To entrench the Commission as the major resource and primary focal point for human rights promotion, protection and monitoring in the country;  To publicise and convey the role and work of the Commission to the general public via an integrated internal and external communications strategy;
