 TABS (1980 – 1985)  TEAMS (1986 – 1990)  TAAS (1990-2002)  TAKS (2003 – current)  STAAR (2011 - ??) History of Testing in Texas 2

*TEA Goals:  “performance expectations…raise the bar…”  “…12 end-of-course (EOC) assessments…linked to college and career readiness”  “…3-8 tests will be linked…to performance standards for Alg II and Eng III assessments”  “Individual student reports…easily understood by students and parents…” Why The Change in Testing? *TEA HB3 Transition Plan – Executive Summary 3

 Passing standards are aligned to “readiness standards”  Alignment between grades  Alignment between courses  Passing standards are aligned to “supporting standards”  Content based  Available for assessment  “Process standards” not measurable Focus 4

 Levels (rather than Met Standard)  15% Rule (deferred for 2012- 2013 school year)  Phase In Standards  Cumulative Score Requirements for Graduation EOC Scoring 7

 Level I  Did not meet minimum = did not pass  Points will not count toward cumulative score requirement  Met minimum = did not pass but has enough points for cumulative Levels 8

 Level II  Met criteria (closely resembles “Met Standard” from TAKS)  Score counts toward cumulative score requirement  Required for RHSP for Alg II and ELAR & W III Levels (cont) 9

 Level III  Meets college readiness standards (should not be compared to Commended from TAKS – much more rigorous)  Score counts toward cumulative score requirement Levels (cont) 10

 For each subject assessed:  Score conversion determined locally  Counts toward final grade of Class  Example:  Alg I = 82 for the course  EOC = 68 (based upon district conversion)  Final Course Grade =  (82 x 0.85) + (68 x 0.15)  69.7 + 10.2  79.9  80 15% Rule 11

 Every two years  Increases to final recommendation  Based upon the FIRST time tested for each subject  Does not apply to Level III Phase In Standards 12

 Example:  All EOC’s under Phase In One  Current ninth grader (12-13):  Alg I  ELA I Reading & Writing  World Geography  Biology  Current eighth grader (12-13):  Alg I (under Phase In One)  In ninth grade (13-14)  ELA I Reading and Writing - Phase In Two  World Geography – Phase In Two  Biology – Phase In Two  Geometry – Phase in ONE Phase In Standards 13

 Each child should try to meet Level II on an assessment as well as have enough points to count toward a cumulative score based upon graduation plans  Cumulative Score is calculated by total points in each subject area for required tests for each individual student  Out of state or private school earned credits are not required to EOC test; however, a test may be challenged Cumulative Score Requirements 14
