2 CA 9-1-1 ENVIRONMENT In 2013… 37 million residents 459 PSAPs Statewide 15.3 Million 9-1-1 Calls in CA 9.5 Million were wireless Interpret 96 different foreign languages 2

3 3 NG9-1-1 IN CA Today’s 9-1-1Next Generation 9-1-1 in CA Virtually all calls are voice callers via analog networks Voice, text, or video information, from many types of communication devices, sent over IP networks Limited data is availableAdvanced data sharing is available Callers routed through legacy selective routers/limited forwarding and backup ability Callers routed automatically based on location of individual, forwarding capabilities extend beyond local geographic boundaries, enhanced backup abilities. Limited ability to handle overflow situations/callers could receive a busy signal PSAPs able to control call congestion treatment, including dynamically rerouting of callers.

4 Enhanced 9-1-1 (E9-1-1) Grant Project Enhanced E9-1-1 Grant Project - Completed  Timeline : September 2009-September 2012  $4.1 million + $4.1 million in Federal/State matching Grant Funds NG 9-1-1 IP network connectivity to 37 Public Safety Answering Points (PSAPs) encompassing thirteen (13) counties in Northeastern California Routing based on Longitude and Latitude (X/Y), saved 104 hours (September 2012 through July 2013) on wireless 9-1-1 call delivery to PSAPs 4

5 E9-1-1 Grant Project Lessons Learned Identify all necessary network connectivity and engage all stakeholders early Weekly scheduled meeting with all stakeholders and additional adhoc meetings with sub groups as necessary Site surveys required to determine HVAC, power/grounding, rack space and additional legacy CPE requirements 5

6 Imperial County Project 4 PSAPs – AT&T/Cassidian Patriot CPE hosted solution  CPE hosted solution was accepted in Nov 2012  NG 9-1-1 IP network connectivity to all PSAPs  Ability to log in at other PSAPs as if you were at home PSAP  Waiting for a software release to provide additional feature functionality 6

7 Ventura County Project 3 PSAPs – AT&T/Intrado Viper CPE hosted solution with a proof of concept (POC) longitude/latitude (X/Y) routing overlay  CPE hosted solution portion successfully implemented March 2013.  Ability to log in at other PSAPs as if you were at home PSAP  NG 9-1-1 IP network connectivity to all PSAPs  POC longitude/latitude (X/Y) based routing overlay. -NCC’s installed (NG9-1-1 Selective Routers) -NG9-1-1 Network ordered -POC X/Y routing testing should begin first quarter 2014. 7

8 RING Project 8 PSAPs – AT&T/microDATA Evergreen IP Cloud Solution  Awaiting new version of call handling software  Continuing work on customer configurations -Policy based routing configurations -Customer configuration data  “Go Live” dates targeted for 3 rd Quarter 2014 8

10 Next Generation 9-1-1 Next Steps Determine NG9-1-1 fiscal impact to SETNA fund and acceptable NG9-1-1 solutions or alternatives  Review cost of NG9-1-1 pilot projects  If fiscally feasible, determine Statewide deployment strategy  Cost considerations -Network connectivity (IP) -ESInet deployment -CPE upgrade or replacement -GIS – for location based routing -Possible dual network costs (Legacy E9-1-1 Network) 10
