First the Good News Unlike previous programs designed to promote recycling various materials, scrap tires can make good business sense.

Recycling in California The 80s and 90s demonstrated that people would not buy products made from recycled materials just because it was the right thing to do. It had to make economic sense too.

Subsidies and Mandates With paper, glass, plastic, etc. the government forced the issue with purchasing requirements and tax incentives. It met with limited success.

Now the Better News All over the United State, Canada, and California, people are demonstrating that using scrap tires in variety of applications and products makes good fiscal and economic sense.

That is Our Theme for the Five Year Plan Strengthen and expand markets for rubberized asphalt concrete, tire- derived aggregate, and other tire- derived products. Not because it is the right thing to do, but because it makes sense.
