1 Tire Management Forum & Interested Parties Meeting March 9, 2006 Mitch Delmage, Manager Tire Management Branch www.ciwmb.ca.gov California’s Approach to Tire Management

2 First the Good News  Unlike previous programs designed to promote recycling various materials, scrap tires can make good business sense.

3 Recycling in California  The 80s and 90s demonstrated that people would not buy products made from recycled materials just because it was the right thing to do.  It had to make economic sense too.

4 Subsidies and Mandates  With paper, glass, plastic, etc. the government forced the issue with purchasing requirements and tax incentives.  It met with limited success.

5 Now the Better News  All over the United State, Canada, and California, people are demonstrating that using scrap tires in variety of applications and products makes good fiscal and economic sense.

6 That is Our Theme for the Five Year Plan  Strengthen and expand markets for rubberized asphalt concrete, tire- derived aggregate, and other tire- derived products.  Not because it is the right thing to do, but because it makes sense.

9 We are the Jugglers  There are many pieces and parts in the Tire Industry  Previously we’ve dealt with one or two segments at a time  Our new approach outlined in the 5YP is to keep all the balls in the air at once

10 Now We Have Three Centerpieces  Technical Assistance through several sources  Economic and Business Management Assistance  Marketing and Outreach Assistance

11 Additional Assistance Grants, Loans, Contracts  Tire-Derived Product Grants  RAC Grants  Civil Engineering Grants  Local Government Grants  RMDZ Loans and Assistance  Contracts for Studies and Product Purchase
