6 of Massachusetts Department ENVIRONMENTAL PROTECTION Resource Management Contracting RM is a strategic alternative to traditional waste management contracting –EPA & several state governments are currently actively promoting RM as a best management practice Successful RM contracts are “win-win” –Continuous cost & service improvement for customer –Long-term “sustainable” profits for service provider RM contracts emphasize & reward resource efficiency, rather than disposal –Prevention, reuse, recycling, & composting Massachusetts Case Studies in Progress –Lemuel Shattuck State Hospital (Boston), 2003 –Anna Jaques Hospital (Newburyport), 2006

7 of Massachusetts Department ENVIRONMENTAL PROTECTION Goals of RM Contracting Environmentally-friendly form of waste contracting Envisioned to be a partnership between the hauler and the hospital Assists hospitals in eliminating, reducing, reusing, and recycling materials and, as a last resort, disposing of all waste generated within the facility Provides container service, hauling, processing, marketing, and disposal services Intent is to emphasize and reward value-added services that improve hospitals’ resource efficiency beyond traditional waste and recycling hauling Haulers will provide improved reporting, billing, waste tracking, and analytical services for waste disposal and recycling

8 of Massachusetts Department ENVIRONMENTAL PROTECTION Hospitals for a Healthy Environment MassDEP officially joined H2E as a “Champion for Change” in January 2006 –Partnership in Massachusetts with Massachusetts Hospital Association, EPA Region I, all Massachusetts hospitals and healthcare facilities, and regional H2E representatives MassDEP’s contributions –Assist in the development of best practices –Provide technical assistance for waste reduction and recycling and beyond compliance initiatives –Case studies for RM available on website: mass.gov/dep –Presentations at regional and local conferences –Notification of new laws, regulations, policies, and grant opportunities (i.e. waste ban expansion, Hg products reduction)
