5 Designate a full time MDOT utilities coordinator Oversee all aspects of utility coordination, communication, and cooperation during design and construction Act as “go to” person for MDOT, utilities, and vendors

6 Utilize Subsurface Utility Engineering (SUE) Have SUE provider available during design and construction Update current SUE data Utilize SUE deliverables effectively with stakeholders Expedites conflict resolution

7 Identify and resolve municipal utility issues Early and often involvement of municipal utilities Early identification of potential “show stoppers” Identify all relocation and proposed new work Coordination with stakeholders

8 Identify and resolve private/public utility issues Early and often involvement of private/public utilities Early identification of potential “show stoppers” Identify all relocation and proposed new work Identify reimbursable relocations Advanced utility relocations Coordination with stakeholders

9 Participate in preliminary engineering costs for private/public utilities Provides incentive to private/public utilities to cooperate in a timely manner Increases cooperation during design phase

10 Railroads

11 Form Steering Committee of officials from MDOT and Railroads (RR) Authority to make high level decisions Expedite RR decision making (i.e. trackage rights, union work rules, etc.)

12 Form a Design Engineering Committee Early and often involvement of railroads Early identification of design constraints Early identification of potential “show stoppers”

13 Provide adequate time for RR coordination in the MDOT process Two year minimum coordination time Coordination time begins from submittal of preliminary plans from MDOT to RR

14 Contract with qualified vendor to perform RR coordination Vendor must be knowledgeable in RR operations Effective in obtaining RR approvals Involve MDOT RR experts in vendor selection process

15 Coordinate at-grade crossings with service roads  Diagnostic Team Review (DTR) meeting should take place well in advance of construction, if required

16 Maintenance of RR traffic Early and often involvement of RR Construct temporary runaround “shoo-fly” tracks Part width bridge construction Roll-in/lift-in superstructure Build new permanent bridges parallel to existing RR Trackage rights agreements between RR during construction

17 Possible elimination of two RR structures over I-75 RR approval required
