11  Both submissions and dollars awarded are declining.  Concomitantly, the funding ratio for submitted proposals is increasing.  The only thing that will reverse this trend is to increase the number of submissions.

12  Improve data capture and reporting, particularly for individual fellowships and awards  Build capacity through workshops, seminars, training for proposal writers  Sustain and build outreach program to encourage increased submissions  Develop mentoring and incentives to support grant-seeking
