2.  The Global Health Diplomacy Network brings together researchers and practitioners with the common goal of improving capacity for health diplomacy.  We believe that better health negotiations can improve global health.

3.  WHO with the Rockefeller Foundation identified major capacity gap.  Some countries & stakeholders are not in a position to be actively engaged.  2009: Bellagio Global Health Diplomacy Dialogues  Participants agreed that such a network could contribute to address this gap.

4.  All parties and stakeholders have the capacity to be fully engaged and in a position to influence the outcome of negotiations  Understanding of the cross-cutting linkages between population health and the many facets of foreign policy.  Not only able to assess the options being discussed, but also to put forward their own proposals.
