Project Title: Mitigating the Impact of Transportation Network Disruptions on Evacuation Submission Date: 1/3/2015 PI & Research Transition Lead: Lance Fiondella University of Massachusetts Dartmouth Co-PI: Nicholas Lownes University of Connecticut

2 Project Objectives: Research Goals –Develop methods to assess impact of disruptions to ground transportation network on evacuation planning. –Document requirements of a transportation module capable of addressing the 15 National Planning Scenarios (NPS). Research Transition Goals –Knowledge product (conference paper). –Initial case study for potential customer.

3 DHS Interest and Motivation: (Why is DHS interested) –Ground transportation essential for evacuation in majority of NPS. –Vulnerability assessment promotes proactive protection. (Who at DHS are your contacts) –Kenneth Crowthers, Homeland Security Systems Engineering and Development Institute (HSSEDI, MITRE Corporation).

4 Potential non-DHS Stakeholders: Who else (operators/customers) could be interested in your research transition? –Other Federal Federal Highway Administration (FHWA). National Oceanic and Atmospheric Administration (NOAA). –State and Local (City and County) Fire, police, emergency medical services, and other non-traditional first responders.

5 Interfaces to Related Research (Who else is working on this) –Mike Robinson, Old Dominion University Center for Innovative Transportation Solutions (CITS). –Pamela Murray-Tuite, Virginia Tech. –Hani Mahmassani, Northwestern University. –Travis Waller, University of New South Wales. (Interfaces with others in this field) –Annual Transportation Research Board Meeting. –Direct email correspondence and through co-PI, Nicholas Lownes, University of Connecticut.

6 Research Technical Plan: Assessed two dynamic traffic assignment (DTA) tools: Matsim and DTALite. Developing expertise in DTALite: –Ongoing work will identify: Strategy to incorporate NPS into transportation simulations. DTALite code modification required.

7 Research Transition Plan: Research paper accepted for presentation in April 2015 at the IEEE International Symposium on Technologies for Homeland Security. (http://ieee-hst.org/).http://ieee-hst.org/

8 Milestones and Schedule/Timeline: (7/14-8/14) Assess NPS scenarios data flows within SUMMIT tool. (7/14-9/14) Evaluate DTA tools. (10/14-6/15) Develop DTALite expertise. (4/15-5/15) Document DTALite code modification required to integrate NPS. (6/15) Prepare white paper for Resilient Systems Division.
