2. www.gfoi.org GFOI Capacity Building Summit Armenia, Colombia – September 17 to 19, 2014 Thinking about capacity building efforts and needs, where do you think your country is in terms of addressing forest change, forest carbon stocks? Vietnam has long history of monitoring forest changes in term of area, growing stock, forest health, biodiversity - National Forest Inventory, Monitoring and Assessment Program during 1990-2010 (4 cycles) by the Forest Inventory and Planning Institute FIPI, now the improvement is on progress; - National Forest Statistics in 1981-1983, 1989-1992, 1997-1999; - National Forest Inventory and Statistics in 2013-2016 (on-going) However, measuring and monitoring forest carbon stocks is quite new.

The NFA project supported by FAO/Finland supporting to improve the current NFIMAP of Viet Nam by applying new approaches for sampling design (using k-nn to generate volume maps and simulation for optimizing sampling design). The current proposal of NFIMAP5 is based on the approaches; - SilvaCarbon approach (using ‘Design tools for Inventory and Monitoring –DTIM” for information needs analysis and the “Forest Resource Inventory Edit and Design – FRIED” for optimizing sampling design). We intend to use these tools to improve the current design - UN-REDD Program approach for designing NFMS for Monitoring and MRV in the context of REDD+ activities

4. www.gfoi.org GFOI Capacity Building Summit Armenia, Colombia – September 17 to 19, 2014 What are the current programs from international cooperation in your country that aim to develop capacity in the implementation of your MRV system? - NFA Project: Supporting the improvement of the National Forest Inventory, Monitoring and Assessment Programme - SilvaCarbon Programme: Technical support and capacity building for MRV -UNREDD Phase II Programme: Support piloting REDD+ in 6 provinces across Vietnam (including piloting national and sub-national MRV) - LEAF: Support piloting REDD+ in one province (including developing an iterim provincial MRV) - JICA: Support piloting REDD+ in one province (including developing an iterim provincial MRV) - FORMIS: Supporting the development of a National Forest Information System

In short term (1-2 years) - Capacity building: short and long terms training, transferring new technologies/methodologies, equipment, software, technical exchange tours, workshops etc. - Technical support: finalizing the design of NFIMAP5, and implementing - Capacity building for conducting the NFIMAP to fulfill national requirements and international commitments including UNREDD program and reporting; -Technical support: designing NFMS, national forest database system - Financial support: for piloting forest governance in Vietnam
