Jernej Stritih

Climate is a Global Common!? –Opneghagen 2009 climate is a geostrategic subject –Balancing reduction commitments, adaptation and mutual pressure –Can good guys (EU, CH, LIE, N) hope to be rewarded for good behaviour? –Climate neutrality by 2050 was agreed in Copenhagen 2009 and Cancun 2010: Developed countries must reduce their emissions by 80-95 % to halt warming at 2  C. –From talking to implementation… –Who can lead? How?

EU 2050

German Energy Concept, Sept. 2010 –Climate-damaging greenhouse gas emissions are to be reduced by 40% by 2020, 55% by 2030, 70% by 2040 and by 80 to 95% by 2050, compared to reference year 1990. –Primary energy consumption is to fall by 20% by 2020 and by 50% by 2050. –Energy productivity is to rise by 2.1% per year compared to final energy consumption. –Electricity consumption is to fall by 10% by 2020 and by 25% by 2050, compared to 2008. –Compared to 2008, heat demand in buildings is to be reduced by 20% by 2020, while primary energy demand is to fall by 80% by 2050. –Renewable energies are to achieve an 18% share of gross final energy consumption by 2020, a 30% share by 2030, 45% by 2040 and 60% by 2050. –By 2020 renewables are to have a share of at least 35% in gross electricity consumption, a 50% share by 2030, 65% by 2040 and 80% by 2050.

Proposal Slovenia 2060

Climate Change and the Alps? –More vulnerable than other regions –Biodiversity, Forests, Water – ecosystem services –Good examples, initiatives, projects –Region with leading technologies –Poor performance on emission reduction in transport! –Strong public support in Alpine regions –Schaan Memorandum CIPRA 2006 –The Action Plan on Climate Change in the Alps, Alpine Conference 2009 –Alpine Space Programme – many projects on mitigation and adaptation

ACTION PLAN ON CLIMATE CHANGE IN THE ALPS, Evian 2009 –Making the Alps an exemplary territory for prevention and adaptation to climate change –Spatial and land planning –Energy industry –Transport industry –Tourism industry

ALPSTAR: MAKE BEST PRACTICE MINIMUM STANDARD

Project Objectives –To create good practice transfer platform for strategies toward carbon neutrality –To improve transboundary, cross-sectoral and inter-policy- level cooperation with ALPSTAR Policy Board and Alpine Convention. –To promote integrative and participatory approach in development of cross-sectoral strategies –To empower local and regional administrative actors and planners to become facilitators of change –To encourage pooling, transfer and implementation of innovative and efficient good practices from and to other Alpine regions and beyond.

Partners –Government Office of the Republic of Slovenia of Climate Change –Soča Valley Development Centre –Federal State of Vorarlberg, Department of economic affairs –UNEP Vienna - Interim Secretariat of the Carpathian Convention –European Academy Bolzano –Alpine Town of the Year Association –Ecomodel Achental –CIPRA France - French committee of the International Commission for the Protection of the Alps –Rhônalpénergie-Environnement –Lombardy Foundation for the Environment –Veneto Region – Industry and Handicraft Department –Bureau for spatial development and geo-information of the canton of St.Gallen –Liechtenstein Office of Forests, Nature and Land Management

Regions

Observers –SI: Ministry of the Environment and Spatial Planning; –AT: Federal Ministry of Agriculture, Forestry, Environment and Water; –IT: Lombardy Region; Municipality of Bressanone; Municipality of Bolzano; Province of Sondrio; –DE: Federal Ministry for the Environment, Nature Conservation and Nuclear Safety; Bavarian State Ministry for Environment and Health; –FR: Ministry of Ecology and Sustainable Development; Rhône Alpes Regional Council; Provence Alpes Côte d’Azur Regional Council; Pays Serreponçon Ubaye Durance; Regional Nature Park Queyras; –LI: CIPRA International; –Alpine Convention.

Progress so far – lessons learned –Capitalise on existing good practices –Establish a framework for action (strategy/action plan) –Base on data (regional analysis of emissions) –Connect with partners in Europe and with actors in local communities –Make sure the results are being taken on board by policy-makers (Policy Board)
