3 Approach 1. Enhancing skills and faster generation of Employment – Training for repair and Maintenance of D.T.with the help of (a) National Skill Development Mission (b) NABARD © Panchayat Constitution of Division level District programme management unit (DPMU). Involvement of Jal sahiya at village level in programme implementation.

4 Approach 2. Managing the environment- Regulating Drilling of Tube Wells. Shifting from ground to surface water. Construction of RWH/GWR structure to check the receding of quantity & quality of ground water. Management of industrial and Municipal waste under pollution control Act. Ground water not for industrial use.

5 Approach 3. Market for efficiency and inclusion- PPP mode for O & M of water Supply Scheme. Promotion of Mass Awareness & Training Programmes on Rain Water Harvesting & Artificial Recharge to Ground Water through Govt. Agencies / NGO’s / VO’s / Educational Institutions / Industries / Individuals.

6 Approach 4.Decentralization, empowerment and information- Involvement of PRI’s. Formation of 9 member VWSC. Power to Panchayat for management of water supply to community. Empowerment of community in preparation of schemes, selection of site and IEC etc. for better out come of the scheme.

7 Approach 5. Technology and Innovation- Equipping the field officers with GPS to identify the aquifers. Development of hydrological maps. Use of non conventional source of energy like solar and wind energy. Recycle of waste water. Rural scheme with solar pump. Use of prefabricated water tanks.

8 Approach 6. Managing the Urbanization- Phase wise coverage of sewerage system in urban areas. Act for controlled drilling of tube wells in urban areas. Strengthening the role of municipality for management of urban water supply schemes.

15 Sustainability of Sources/Schemes There is urgent need take measures to check the receding ground water levels. Ground Water Structures and schemes will not only recharge the aquifers but also help to reduce the chemical contamination. Various other techniques are available for this, which will bring sustainability to the schemes.

35 Policy on Transfer Transfer posting to be limited to once in a year. Performance target to all functionary with emphasis on outcome. Preference in transfer to location of functionary’s choice. Strict adherence to time limit. Reward Policy for Innovation/Efficiency.
