3. The SLPT Pricing Process What does the SLPT do with your price proposal? For those Offerors who are determined to be “Acceptable” or “Potentially Acceptable” under the Evaluation Factors per Section 6  Read all narrative portions of Price Volume  Validate all offerors’ excel models  Integrate pricing models of prime and major subs  Test models  Price Analysis  Cost realism analysis may be performed if necessary per FAR 15305(a)(1)  Perform Risk Assessment  Present results of price analysis and cost analysis (if applicable) to the Source Selection Authority (SSA) for selection purposes 3

4. Government Resources Estimate(GRE)  What is the GRE? Grass roots estimate, not budgetary Government’s best estimate of resources (FTE) to perform task orders provides total cumulative FTE labor by standard labor category for contract year 1  GRE shall be provided to offerors in Section 5  Assists in assessing the general overall scope of the statement of work  Labor GRE for all TOs provided for Contract Year 1  The GRE is not intended to influence the offeror’s proposed estimates. Offerors shall develop their own estimates that are: Consistent with Technical/Management Approach 4

Common Price Volume Errors  Proposals with omissions: Lack of narrative supporting rationale to assist SLPT in determining the reasonableness of the Offeror’s proposed price  Logic Issues: Inconsistent content within the price proposal  Failure to follow template instructions: Fully burdened rates in price proposal do not match proposed Section 1 rates (Very, very common) Fully Burdened Labor Rates placed where Direct Labor Rates are Required Placing hard numbers instead of formulas/links where appropriate 7
