WGISS Way Forward on GEO Actions Pakorn Apaphant May 15, 2009 WGISS 27 Toulouse, France

Guidance to subgroups Action Progress report and update Recommendation Actions and PoCs for WGISS to DA-09-01a_10 DA-09-01a_11 HE-09_01_1 HE-09_01_2 Candidate List of tangible outcomes

AR-09-02a_30: Virtual Constellations Lead: Stephan Falke, NASA Action: To identify requirements and implement a prototype ACC portal for evaluation and eventual use by the ACC, GEOSS and other AC user communities Progress To develop initial capability based on DLR WDC-RSAT and NASA tools To find potential CEOS WGISS contributions to ACC Portal to identify additional AC data sets and tools Possible for ACC Portal demonstration Potential assessment at WGISS-28 Sep. 2009 Potential demo to CEOS Plenary Nov. 2009 Future demo to GEO Plenary in November 2010 Potential Health application project in 2010

DA-09-03d_3: Global DEM Lead: JP Muller, UCL/WGCV + Wyn Cudlip, BNSC/WGISS Action: To update ICEDS information server to provide OGC-compliant access to ASTER 30m DEM data (when it becomes available), together with localized validation DEM data and associated quality information Progress: Recommendations to WGISS to support GEO as planned Support for WMS display of ASTER GDEM for inter- comparisons with other datasets Promote full public release of entire ASTER GDEM with no download limitations Support ‘ gap filling ’ coverage of regions lacking adequate quality of ASTER GDEM Identify CEOS role in supporting bathymmetry data products using lidar

DI-06-09_7: Use of Satellite for Risk Management Lead: Lorant Czaran, UNOOSA Action: Analyze the response by WGISS members to supply near real-time data to the response agency. Develop a working process model to integrate and make use of existing technologies within WGISS/CEOS. Implement a prototype to demonstrate use of these integrated technologies for the process model for the earthquake scenario. Progress Set up an Disaster Response Management IG Several related projects were identified Working Process Model was draft and to be refined Plan to demo in WGISS28 Identify other relevant GEO tasks =Track Caribbean Flood Pilot and Namibia Sensor Web Flood Monitoring projects

DA-09-01b_2: Data, Metadata, and Products Harmonization Lead: Ken McDonald, NOAA Action: Establish a DMPH project to focus its contributions to the subject task and to generate those contributions. The first deliverable of the GEO task is an Assessment of Current Capabilities Progress establish a DMPH Project to provide support to this CEOS/GEO Action to be set up Pakorn will attend the WGCV meeting and provide them update on this action

DA-09-01a_10: GEOSS Quality Assurance Quality Lead: WGCV- Pascal Lecomte/Gregory Stensaas (?? WGISS) Action: Quality Assurance Framework for Earth Observation (QA4EO) Implementation Progress Pakorn will attend WGCV and find what they need from WGISS WGISS may have a special session in WGISS28 on QA4EO

DA-09-01a_11: GEOSS Quality Assurance Lead: WGCV -N. Fox, G. Chander, P. Goryl, and C. Cao (??? WGISS) Action: CEOS Reference Test Site Data Collaboration and Comparison Progress Pakorn will attend WGCV and find what they need from WGISS

HE-09-01_1: Information System for Health Lead: Murielle Lafaye (Stefan Falke WGISS) Action: Develop a long-term plan to support critical space-based imagery to support modeling, forecasting and monitoring of health issues. Progress Potential support/new ceos-geo actions Sensor Web for Malaria Risk Monitoring, Daniel and George Jungbluth ACC portal for Health SBA, Stefan and Beate IDN supply inputs from Health SBA, Lola Pakorn will represent WGISS in the health Workshop

HE-09-01_2: Information System for Health Lead: Jack Fishman (Karen Moe, WGISS) Action: Demonstrate a global smoke plume and dust forecasting product (IDEA) using multiple satellites and trajectory models for air quality health hazards Progress Evaluating feasibility inclusion of the smoke model output with sensor web applications for health.

the CEOS - GEO telecon The CEOS - GEO telecon # 7 Thursday, May 28, 2009 at 12:00 UTC. The purpose is to review our activities in support to GEO. Draft lists of Topics to be discussed Review of the CEOS Actions SBA by SBA New actions to be added (e.g. Forest carbon tracking, Water in Africa, Greenhouse gases, Data Democracy, etc....)

Possible additional WGISS support to CEOS/GEO actions New possible actions from ACC, Disaster Management, Security Some possibilities: some proposed actions from (to be) Data Fusion for Disaster management Project TBC in WGISS28 Can be updated anytime Can lead to CEOS lead GEO tasks

CEOS Tangible Outcomes

GEO related Accomplishments for 2009 -2010 ‘ Capabilities ’, i.e., data sets, systems, papers; things that are persistent User perspective Final Version of CEOS Deliverable to be approved by the end of May Due to Pakorn, Karen by 23 May 2009

Deliverable: Climate Change CEOS Climate Diagnostics Portal available via the CEOS International Directory Network: http://idn.ceos.org/CD WGISS will make available metrics, such as the number of visualizations available, the number of visits to the site, etc. Deliverable: Data Sharing Portal for Mid-Resolution Optical LSI Satellite System Information and Enhanced Data Access (Metrics on content and usage can be made available) WGISS can deliver Best Practices including Wenchuan Earthquake experience and flood monitoring sensor web capability, and lessons learned and recommendations for data sharing for disaster mitigation. Deliverables: VCs for GEO The Atmospheric Composition Constellation (ACC) will establish a portal for atmospheric composition data to provide access and user-friendly tools for the chemistry climate community (in collaboration with WMO and hosted by DLR) The Land Surface Imaging (LSI) Constellation will facilitate application of radar data to GEO task on Forest Carbon Tracking and promote operational polarimetric SAR systems
