RENEE LE ROUX SABIF MANAGER www.sabif.ac.za

WHY SABIF ? (SOUTH AFRICAN NODE OF GBIF) To create an enabling platform for researchers in South Africa –to share information amongst themselves –whilst at the same time having access to global biodiversity information To create the space (through this platform) for researchers –to explore new and existing areas for improved knowledge generation develop end-user applications

VISION SABIF will contribute to South Africa’s sustainable development by facilitating access to biodiversity and related information on the internet

SABIF’s vision is achieved through Promoting the sharing of data and information under a common set of standards by Developing and maintaining metadatabases Establishing and maintaining a web portal Providing funding for data digitisation Providing funding for data provider interface Facilitating the development of application tools for data use Encouraging networking and co-ordination of activities Contributing to education, training and capacity development for promoting national access to data Facilitating marketing and awareness raising of the benefits and applications for end users Advising on national and international initiatives

FREELY AVAILABLE METADATA

CONCERNS RAISED DATA SECURITY DATA OWNERSHIP DATA USE DATA SHARING POLICIES INTELLECTUAL PROPERTY ACKNOWLEDGEMENTS COPYRIGHT ISSUES PRIVACY RIGHTS NATIONAL LEGISLATION/ POLICIES e.g. BIODIVERSITY ACT OF 2004 CHAPTER 6 IKS POLICY OF 2004 CHAPTERS 6 AND 8

Data Provider-SABIF Provision of material Licensing and ownership Rights and obligations of the Data Provider DP can publish db elsewhere Provide metadata to SABIF DP will obtain necessary permission to publish data if not owner Inform SABIF of changes etc to ownership and copyright of db Inform SABIF of restrictions (although sets these parameters themselves) Undertakings of SABIF Provide the data Framework for access controls Publish copyright notices linked to the relevant dbs MAPPING THE NEED FOR DATA POLICY AGREEMENTS SABIF END- USER DATA PROVIDER End-User and SABIF General disclaimers: accuracy of data, availability of information and website Copyright issues Acknowledgment of information Security and destruction Access to information: DP reserve the rights to exclude information Distinction between non for profit and for profit use Children’s Online Privacy Protection Policy Privacy Policy when collecting personal information Data Provider-End User Permission to use biodiversity data Profit vs non for profit use Profit use- separate agreement for payment, IK Policy and Biodiversity Act need to be adhered to Acknowledgments Ownership Dispute resolutions

Not just about the inverted triangle SABIF END- USER DATA PROVIDER DATA COLLECTOR DATA OWNER DATA HOST Data Collector- Data Owner Data Owner- Data Host

CHALLENGES IN IMPLEMENTATION Data Providers do not have data use and sharing etc policies How do you monitor data usage? (each agreement acceptance is to use data once) How do you police commercial vs non commercial use? How do you prevent bioprospecting? How do you know data provider is the owner of the data?
