2 2 n STAFFING AND SCHEDULING n Hours of operation n 09:00 to 01:00 CIOSS runs V after 01:00 CIOSS for T-1 DPS n 2 clerks for each machine n NS-day employees n relief positions n Mail processing and CFS clerks Trained n New Bids have been posted = 30 CFS (CIOSS relief) = 10 CIOSS (CFS relief) MID FLORIDA P&DC

3 3 n Complement Impacts n 10 CIOSS operator Bid positions will be needed for PARS mail processing operations. n 2 per machine (4) per day n 2 tours (Tour-2 & Tour-3) n 2 relief bids (days off, call-ins, etc)

4 4 MID FLORIDA P&DC n EAS Staffing Requirements n 1 Mail Processing supervisor on Tour-2 will need to cover CFS Manager position on Saturday and Sunday for CIOSS operations

5 5 n TRAINING n All CIOSS/PARS operations n Mail Processing and CFS employees will be trained on proper operation of CIOSS machine and PARS mail flows n Waste mail procedures n Current CFS waste mail procedure with CIOSS volume verification n CIOSS Downflows n SDO’s, MDO’s and In-Plant will receive training and assist craft training. MID FLORIDA P&DC

6 6 n PARS Train the Trainers n In-Plant Support will assist in training the trainers on the proper procedures in PARS Mailflows and Processing. n Each tour will have a minimum of two SDOs and one “lead” clerk who are trained by IPS. n Tour trainers will train all Automation Mail Processing Clerks on each tour. 9 9 n RBCS / PARS IMAGE MANAGEMENT n All MP and CFS Supervisors and MDO’s n Review and refresher training in RBCS / PARS Image management n Similar flows and container identification as currently in place for RBCS operations. n Training Handouts for Image flows n Attachment-C Image projections n Contingency and SOP for PARS operations. 12 12 n PARS SYSTEM FAILURE CONTIGENCY n CIOSS Unavailable, LONG TERM FAILURE: n Forwards to CFS for FFT keying n RTS volumes can be automated on ISSOCR with IJP endorsements n No-Record volumes can be 5-D sorted on other MPE V Hold mail for 1 day until system is running, report as Delayed MID FLORIDA P&DC

13 13 n MAIL PREP n PLANT OPERATIONS n Plant will place trays of PARS mail, without disturbing integrity of separator cards, into rolling stock for subsequent processing. n Intercept mail from DBCS and ISS/OSS operations will be PARS placarded as appropriate and flow to CIOSS operation. MID FLORIDA P&DC

14 14 n MAIL PREP n Delivery Unit Operations n Delivery Units will place PARS mail into trays by Endorsement Reason for return with separator card at back of tray. n PARS delivery coordinator has instructed each D.U. on proper mail prep and containerization SOP. n Plant MHs will place trays of PARS mail from D.U. into rolling stock, placard, weigh-in and send to CIOSS staging area. MID FLORIDA P&DC

15 15 n SIGNAGE n Rigid-backed hanging signs developed for PARS machines #s and staging areas. n Installation of signage to be completed during FAT installation of CIOSS mod. n Signs for: n Staging areas (010/MP/CFS/CFPS) n Machine identification (MP/CFPS) n Next handling placards n Plastic container headers MID FLORIDA P&DC

20 20 n 3982 LABEL DISPATCH n 3982 Stickers printed in CFS will be dispatched in Teal CFS Pouches to Delivery Office, by SCF print groups. n Mail processing / expediter must check with CFS to insure SCF DOV clearance before truck departure. n CFS must adhere to predetermined DOV schedules for all offices. n Orlando offices dispatched 0125, 0215, 0330, 0435 and 0555 n 327 offices dispatched at 0500 (B/C) or @ 0700 (A) DPS HCRs MID FLORIDA P&DC

21 21 n SEPARATOR CARDS SOP n Verify RTS volumes have a separator card at back of each tray to identify endorsement messaging n Replace damaged cards with plant contingency cards, notify PM/Station Mgr. n Collect cards after CIOSS run and stage for subsequent SCF processing. n Run cards on SCF sort plan to separate into 5-digit zone n Send to Delivery Units, running with DPS MID FLORIDA P&DC

23 23 MID FLORIDA P&DC n Local Waste mail Procedures n An SOP has been developed for the flow of waste mail from CIOSS operations for waste verification. n NO MAIL will be “wasted” on the CIOSS. n Must be verified before disposal n Current waste mail procedures in place will take verified waste mail to the proper disposal point. n Waste bin Errors will be photo copied

24 24 n Local Waste mail Procedures, cont. n Verified waste bin error sample of the “Waste Mail Error Tracking Sheet” n Error sheet requires a Date, copy of the Letter, the yellow Label, and Reason for waste error

25 25 n DAMAGED MAIL SOP n SOP has been developed for both RTS and Forwarded mail damaged mail volumes, coming from the CIOSS machine operations MID FLORIDA P&DC

26 26 n DAMAGED MAIL SOP, cont. n SOP’s goal is to return all possible mail to automated mail stream. n RTS Damaged mail will be processed to retain reason for return and returned to automated mail stream if possible. Q Non-Machinable sent to Hand Endorsement Unit and then to Manual RTS Cases n Forwarded mail will be processed and and placed back into the automated mail stream Q Non-Machinable sent to CFS FFTs MID FLORIDA P&DC
