You have been identified by your Supervisor as: A driver of a Commercial Motor Vehicle (CMV); A potential driver of a CMV; A Supervisor having direct reports operating or potentially operating a CMV; and/or A Supervisor having responsibilities for vehicles meeting the requirements of a CMV. 9 Imagine the result ARCADIS Definitions and Acronyms The term “Supervisor”, as used in the DOT Program for CMVs, is defined as the employee’s administrative Supervisor “Owned” means the vehicle is owned by ARCADIS “Leased” means the vehicle is leased by ARCADIS through ARCADIS vehicle leasing program “Rented” means ARCADIS obtained the vehicle for short term use from a company like U-Haul, Budget, Penske, Hertz, Enterprise, National or similar company

10 Imagine the result Let’s Contemplate the Word “YOU” in the DOT Program for CMVs YOU means YOU, the person reading this slide right now, and not: ‒ The office project assistant assigned to assist in obtaining information from YOU to ensure YOU comply with this program ‒ The Transportation Compliance Administrator or Manager ‒ Your Supervisor YOU have an obligation to be knowledgeable of and actively participate in the CMV Program. If YOU are unwilling do that, then YOU will be removed from the program. ‒ Suspended from CMV Program for 3 years Compliance is expected and verified. YOU are the one that will be held accountable for noncompliance - not staff assigned or attempting to assist YOU in obtaining required information Look! Remember!

11 Imagine the result The ARCADIS Safety Management Control Process (SMCP) FMCSA expects ARCADIS to be committed to safe and compliant CMV operation The ARCADIS DOT Program for CMVs acts as our SMCP by ensuring: Driver training and skills testing Driver and CMV auditing Driver medical evaluation including any required drug or alcohol testing Management training and stewardship Financial commitment and responsibility CMV maintenance Recordkeeping compliance Prompt corrective action for any noncompliance issue

14 Imagine the result Who Regulates CMVs? An agency of the US Department of Transportation (USDOT) Regulations for CMVs are found in 49 CFR: - Part 40 - Part 303 - Part 325 - Parts 350-399 CMVs transporting Hazardous Materials (HazMat) are also regulated by the Pipeline Hazardous Materials Safety Administration (another USDOT agency) CMVs operated in interstate commerce are regulated by the Federal Motor Carrier Safety Administration (FMCSA)

15 Imagine the result I Thought My State Regulated CMVs? You are going to learn about the Federal requirements today Your State may follow the Federal Requirement or have a similar requirement States regulate CMVs operated exclusively in intrastate commerce There may be other state requirements not listed presented Employees and Supervisors of offices and projects using intrastate rules are responsible for verifying all requirements are met Refer to the DOT Program Page of the APEX for more information on common issues

16 Imagine the result My Truck Never Leaves the State Where I Work, I Can Follow Intrastate Regulations, Right? Not necessarily!! The cargo you are transporting could make you an interstate driver even if your truck never crosses the state line

17 Imagine the result Example You order 300 pounds of Klosur® persulfate in 50 pound bags and the motor freight company delivers the material to your office instead of the job site for which the persulfate was specifically ordered. The persulfate was delivered from an out of state location. To save time, the Project Manager decides to have the persulfate loaded into an available Ford F-450 company truck and assigns you to drive it to the site so the injection schedule can be maintained. The project site is located within the same state as your office. YOU ARE AN INTERSTATE DRIVER! But, You drive in the same truck to the local FMC distributor and purchase 300 pounds of Klosur® persulfate and you drive it to the project site located in the same state. YOU ARE AN INTRASTATE DRIVER.

All Federal Motor Carrier Safety Regulations (FMCSRs) may be viewed at: www.dot.gov www.dot.gov FMCSRs applicable to most activities related to the operation of the CMV may be viewed in a handbook which can be purchased on the Wise website A copy of this handbook is required to be in the emergency equipment kit in the CMV (discussed later in this training)

The FMCSRs applicable to ARCADIS work activities are presented in a set of Health and Safety (H&S) Procedures with an “ARC DOT” designation ARCADIS has developed a set of fact sheets for each ARC DOT Procedure -They are designated as “DOT Facts” -They have critical information you need to know -They have answers to frequently asked questions DOT Facts are located on the DOT Program Page of the APEX To facilitate understanding and compliance:

21 Imagine the result Your Responsibilities You are required to have a good understanding of CMV rules and regulations and be conversant in those rules You are required to be an active steward of this program You are required to provide in a timely manner all documents and actively maintain required documents and certifications prescribed by this training Look!
