4 21-07-0xxx-00-0000 A1.4.1 Network-initiated Handover from 3G to WLAN(1) The Network-initiated Handover Procedure operates from 3G to WLAN as follows: 1-2) The Serving network 3G may query the Information Server using the MIH_Get_Information Request and Response messages to get information about available Candidate network WLAN. 3) Once the MN has discovered the availability of the Candidate network WLAN, the MN may notify the Serving network 3G by sending MIH_Link_Detected Indication message. 4-5) The Serving network 3G triggers a network-initiated handover by sending the MIH_Net_HO_Candidate_Query Request message to the MN. The MN responds through the MIH_Net_HO_Candidate_Query Response message. 6-7) The Serving network 3G sends the MIH_N2N_HO_Query_Resources Request message to the Candidate network WLAN to query the availability of the resources at WLAN. The Candidate network WLAN responds by sending the MIH_N2N_HO_Query_Resources Response message to the Serving network 3G. 8-9) The Serving network 3G decides the handover based on the resources availability information of Candidate network WLAN through the received MIH_N2N_HO_Query_Resources Response message. The Serving network 3G notifies the Candidate network WLAN of the fact that MN is about to move to it through MIH_Net_HO_Candidate_Commit Request message. The Candidate network WLAN responds with the MIH_Net_HO_Candidate_Commit Response message. 10-11)The Serving PoS also notifies handover commitment to the specified network type and PoA by sending the MIH_Net_HO_Candidate_Commit Request message to the MN. The MN responds the result of the handover commitment through the MIH_Net_HO_Candidate_Commit Response message to the Serving network 3G. 12-15) After the completion of the method to avoid data losing and the high layer handover execution procedures, the MN may send the MIH_MN_HO_Complete Request message to the Candidate network WLAN. The Candidate network WLAN sends the MIH_N2N_HO_Complete Request message to the Serving network 3G. The Serving network 3G responds by sending the MIH_N2N_HO_Complete Response message to the Candidate network WLAN. The Candidate network WLAN may respond by sending the MIH_MN_HO_Complete Response message to the MN.

6 21-07-0xxx-00-0000 A1.4.2 Mobile-initiated Handover from 3G to WLAN(1) The Mobile-initiated Handover Procedure operates from 3G to WLAN as follows: 1-2) The MN is connected to the Serving network 3G and it has access to MIH information Servers for querying the information about the Candidate network WLAN by sending the MIH_Get_Information Request message. The Information Server responds with the MIH_Get_Information Response message. 3) Once the MN has discovered the availability of the Candidate network WLAN, the MN may notify the Serving network 3G by sending MIH_Link_Detected Indication message. 4) The MN triggers a mobile-initiated handover by sending the MIH_MN_HO_Candidate_Query Request message to the serving network 3G. 5-6) The Serving network 3G queries the availability of resources at the Candidate network WLAN by sending the MIH_N2N_HO_Query_Resources Request message to the Candidate network WLAN. The Candidate network WLAN responds with MIH_N2N_HO_Query_Resources Response message. 7) The Serving network 3G notifies the MN of the resulting resources availablity at the Candidate network WLAN through the MIH_MN_HO_Candidate_Query Response message to the MN. 8-11) The MN decides the handover based on the information from that message. Then the MN indicates its intention to do a handover by sending the MIH_MN_HO_Candidate_Commit Request message to the Serving network 3G. The Serving network 3G notifies the Candidate network WLAN of the fact that MN is about to move to it through the MIH_Net_HO_Candidate_Commit Request message. The Serving PoS then notifies the result of the handover commit to the MN by sending the MIH_MN_HO_Candidate_Commit Response message. 12-15) After the completion of the method to avoid data losing and the high layer handover execution procedures, the MN may send the MIH_MN_HO_Complete Request message to the Candidate network WLAN. The Candidate network WLAN sends the MIH_N2N_HO_Complete Request message to the Serving network 3G. The Serving network 3G responds by sending the MIH_N2N_HO_Complete Response message to the Candidate network WLAN. The Candidate network WLAN may respond by sending the MIH_MN_HO_Complete Response message to the MN.

8 21-07-0xxx-00-0000 A1.1 Mobile-initiated Handover Procedure(2) The Mobile-initiated Handover Procedure operates as follows: 1) The MN is connected to the serving network via the Current PoS and it has access to MIH Information Servers. 2) The MN queries information about neighboring networks by sending the MIH_Get_Information Request message to the Information Server. The Information Server responds with the MIH_Get_Information Response message. This information query may be attempted as soon as a MN first accesses a new serving network. 3) The MN triggers a mobile-initiated handover by sending the MIH_MN_HO_Candidate_Query Request message to the serving PoS. This request message contains the information about potential candidate networks. 4) The Serving PoS queries the availability of resources at the candidate networks based on the suggested candidate networks from the MN by sending the MIH_N2N_HO_Query_Resources Request message to one or multiple candidate PoSs. 5) Candidate PoSs respond with MIH_N2N_HO_Query_Resources Response message. The Serving PoS notifies the MN of the resulting resources availablity at the candidate networks through MIH_MN_HO_Candidate_Query Response message. The MN then decides the target PoS based on the information from that message. 6) The MN then indicates its intention to do a handover by sending the MIH_MN_HO_Candidate_Commit Request message to the Serving PoS. The Serving PoS notifies the Target PoS of the fact that MN is about to move to the specified network through the MIH_Net_HO_Candidate_Commit Request message. The Serving PoS then notifies the result of the handover commit to the MN by sending the MIH_MN_HO_Candidate_Commit Response message. 7) Once handover has been committed specific mobility management protocol procedures may be carried out, and the Serving PoS may perform the method to avoid data losing with the Target PoS, such as the data forwarding on the Serving PoS to the Target PoS. 8) After the completion of higher layer handover execution procedures, the MN may send the MIH_MN_HO_Complete Request message to the Target PoS. The target PoS sends the MIH_N2N_HO_Complete Request message to the Serving PoS. The Serving PoS responds by sending the MIH_N2N_HO_Complete Response message to the Target PoS. The Target PoS may respond by sending the MIH_MN_HO_Complete Response message to the MN.

10 21-07-0xxx-00-0000 A1.2 Network-initiated Handover Procedure(2) The Network-initiated Handover Procedure operates as follows: 1) The Serving PoS may query the Information Server using the MIH_Get_Information Request and Response messages to get information about available neighboring networks. 2) The Serving PoS triggers a network-initiated handover by sending the MIH_Net_HO_Candidate_Query Request message to the MN. The MN responds through the MIH_Net_HO_Candidate_Query Response message. This message contains MN's acknowledgement about the handover and its preferred link and PoS lists. 3) The Serving PoS sends the MIH_N2N_HO_Query_Resources Request message to different Candidate PoSs (can be more than one) to query the availability of the resources at candidate networks. The Candidate PoSs respond by sending the MIH_N2N_HO_Query_Resources Response message to the Serving PoS. 4) The Serving PoS decides the handover target based on the resources availability information of candidate networks through the received MIH_N2N_HO_Query_Resources Response message. The Serving PoS notifies the Target PoS of the fact that MN is about to move to the network through MIH_Net_HO_Candidate_Commit Request message. The Target PoS responds with the MIH_Net_HO_Candidate_Commit Response message. Then the Serving PoS notifies handover commitment to the specified network type and PoA by sending the MIH_Net_HO_Candidate_Commit Request message to the MN. The MN responds the result of the handover commitment through the MIH_Net_HO_Candidate_Commit Response message to the Serving PoS. 5) Once handover has been committed specific mobility management protocol procedures may be carried out, and the Serving PoS may perform the method to avoid data losing with the Target PoS, such as the data forwarding on the Serving PoS to the Target PoS. 6) After the higher layer handover execution, the MN may send the MIH_MN_HO_Complete Request message to the Target PoS.
