3 General Transfer Legislation What triggers transfer? Attended class in any term when enrolled full time; Reported for regular squad practice; Participated in countable athletically related activities; or Received athletics financial aid for a summer term. NCAA Bylaw 14.5.2

4 Two-Year College Transfers General rule: A SA who transfers to a member institution from a two-year college must complete an academic year of residence, unless he or she meets the following requirements for immediate eligibility. Waivers and exceptions available. Bylaw 14.5.4

5 Attendance for at least two terms as a full-time student; and At least 25 percent of the credit hours used to fulfill the student’s academic degree requirements are earned at the two-year college that earn the degree Must earn at least nine transferable credit hours in final term of enrollment at the two-year college – No minimum number of credit hours or GPA required for graduates Exception for 4-2-4 transfers: do not need to be enrolled at the two-year college for at least two semesters; one will work as long as they graduate from the two-year college Bylaw 14.5.4.1 Two-Year College Graduates

6 Attendance for only one full-time semester or quarter. Completed at least12 hours of transferable degree credit. Minimum 2.200 cumulative GPA. Can use a maximum of two physical education activity credits to meet this requirement, unless designated as a P.E. major or an education major that requires P.E. activity credits Bylaw 14.5.4.2 Qualifiers with No Previous Four Year Attendance And Only One Term Of Attendance At Two-Year College

7 Attendance for at least two terms as a full-time student; and Complete an average of at least 12 transferable credit hours per full- time term of enrollment at the two-year college – Includes the following transferable credit hour requirements: English  6 Math  3 Natural or Physical Science  3 Can use a maximum of two physical education activity credits to meet this requirement, unless designated as a P.E. major or an education major that requires P.E. activity credits Minimum transferable GPA of 2.200 Must earn at least nine transferable credit hours in final term of enrollment at the two-year college Bylaw 14.5.4.3 All Other Two-Year College Transfers

8 If PSA does not meet those requirements: – Full and Partial Qualifiers: Can do everything except compete and travel during year-of-residence – Non-Qualifiers: If meet all requirements except for the 2.200 transferable GPA, but have at least a 2.000 transferable GPA, can do everything except compete and travel during year-of- residence If do not meet any of the previous requirements OR the 2.000 transferable GPA mark, no CARA or athletic scholarship permitted during the year-of-residence Bylaw 14.5.4.3 All Other Two-Year College Transfers

9 Attendance at Multiple Institutions 2-2-4 Transfers Required to consider all full-time terms and credit hours earned (including part-time hours) from all previous two-year institutions to meet transfer requirements.

10 Attendance at Multiple Institutions 4-2-4, 4-2-2-4 or 2-4-2-4 Transfers Required to consider all full-time terms and credit hours (including part-time hours) earned at all previous two-year institutions following the student’s most recently attended four-year institution.

12 Attendance at Multiple Institutions 4-2-4 English and Math Permitted to use credits hours in English and math earned at the previous four-year institution to meet transferable English and math requirements. Same goes for new Science requirements as well

13 Transferable Degree Credit Any two-year college courses accepted as degree credit by any of the certifying institution’s colleges, schools or departments. Note: must earn the requisite grade to allow the course to be accepted as transferable.

14 Transferable GPA Must consider grades earned in all two-year college courses that are otherwise transferable to certifying institution. Includes failed courses; and Only most recent grade earned in a repeated course. ?

16 Completion of Requirements SA must complete 2-4 transfer requirements before the SA transfers to the certifying institution as a full-time student/reports for preseason practices. Otherwise, SA must serve one academic year of residence.

17 Progress Toward Degree In addition to meeting two-year college transfer requirements, SA must also meet progress toward degree. ◦ Transfer students must have earned a minimum of nine-semester or nine-quarter hours of transferable degree credit during their last term of full-time enrollment. ◦ If they do not meet this requirement, but meet all other transfer requirements, PSA’s are only required to put in a “semester-of-residence”

19 2-4 Transfer Exceptions Exceptions to the otherwise applicable academic requirements for 2-4 transfers exist; however, only qualifiers may access them.

20 2-4 Transfer Exceptions (Qualifiers Only) Discontinued/Nonsponsored Sport ◦ Two-year institution dropped or never sponsored SA’s sport; ◦ Never attended another institution that offered sport; and ◦ Still earned a transferable GPA of 2.200. Nonrecruited Student-Athlete ◦ PSA was not recruited by WSC; ◦ No athletics aid; ◦ No previous competition or countable athletically related activities > 14 days; and ◦ SA eligible for admission to certifying institution prior to two-year attendance.

21 2-4 Transfer Exceptions (Qualifiers Only) Two- Year Non/Minimal Participation ◦ No competition or countable athletically related activities > 14 days for a two-year period prior to participation at certifying institution. ◦ Two-year period does not include any pre-collegiate time. Return to Original Four-Year Institution ◦ No unfulfilled residence requirement at WSC.

24 Case Study – Lyla Lyla is a 2-4, partial qualifier. Lyla attended two-year college for two years (four full-time terms) and played soccer. Your institution’s soccer coach begins recruiting Lyla over the summer prior to transfer. Lyla hasn’t taken a college-level math course so your coach advises her to enroll online over the summer.

25 Case Study – Lyla Lyla enrolls in an online math course over the summer. ◦ The course concludes September 1st. Lyla shows up for preseason practice August 15th. Transfer Evaluation: ◦ Did not graduate from junior college. ◦ Earned 52 transferable credit hours, including 12 during last full- time term. ◦ Transfer GPA of 2.890. ◦ Earned six semester credits of transferable English and three semester credits of Science. ◦ Passes online math course. Is Lyla eligible for the 2015 soccer season?

26 Case Study – Smash Smash is a 4-2-4, qualifier. Smash initially enrolls at State U. which operates an FBS program. Smash tries to walk on to the team during preseason, but is cut before the first day of class. After his freshman year, Smash drops out of State U. and enrolls full time at a local two-year school.

33 Path to Graduation Effective: August 1, 2016. Three options for a two-year transfer to be immediately eligible at a Division II institution.

34 Qualifier with no four-year attendance and ONLY one full-time term at two-year college All other qualifiers, partial qualifiers and nonqualifiers ONLY one full-time semester/quarter Two full-time semesters/ three full-time quarters Two full-time semesters/ three full-time quarters 12 semester- or quarter-hours of transferable degree credit 12-semester or 12-quarter-hours of transferable degree credit per term of attendance: Six- semester/eight-quarter hours of transferable English; Three-semester/four-quarter hours of transferable math; and Three-semester/four- quarter hours of transferable science Graduate Cumulative GPA of 2.200Cumulative GPA of 2.200* Limit of two physical education activity credits for credit requirements and GPA *For a nonqualifier who meets all the two-year transfer requirements EXCEPT the 2.200 GPA but has a minimum 2.000 GPA, the SA is eligible for practice and financial aid.
