4 Enrollment of User User can be from buyer/seller/trader Each customer can have maximum 5 number personalised user id and password to access the site. The customer to provide details (name, designation, contact no.,e-mail id) of the 5 users along with company name, license details, etc. User id is system generated and cannot be changed. Password can be changed by the user. User can access site any time but prior registration required for participation in bidding.

5 Register as Bidder Registration possible for users of the companies of whose request causing congestion and necessiating bidding. Only one user from one company can register. Once registered by one user, other 4 users from the same company cannot register themselves but they will know about the user already registered. A simple registration procedure. Enter the site with user id and password. View the bid calendar to know about the bidding schedules for particular date/month/year.

6 Click the particular bid to know about bid details and registration. Get the access code from the system via message box or e-mail. Cut and post the access code. Enter your password and submit to complete registration.

7 Bidding Log in to the site with user id and password. Enter the bid arena during Bid Open Time. Enter the access code and password of registration for participation in bidding. Verify the bid details. Enter the bid value in %age upto one decimal (e.g.; if you want to bid for 125 % of floor rate enter 125.0 as bid value.) Reconfirm the Bid Value & submit to complete the bidding. Can print the details, for record.

8 Bid Reports Total confidentiality during bidding time. Even RLDC can’t know the bid value. Encrypted data transfer. No reports during bidding time. After Bid expiring, system will generate Bid Report. Report indicates the parties to the bid and their quoted value in descending order of bid value. If any party has not participated the report will mention and show its quoted value as 100%. Nodal RLDC will start processing the applications.

9 RLDC Responsibility Identify the congestion – The link causing congestion. – Duration of congestion. – Capacity available and total capacity requested. – The parties to congestion. Bid Preparation (Two hierarchical levels) Level-I - Add a new Bid. - Edit the existing bid - Add the parties. Level – II - Check & Float / Revoke the bid.

10 Floating the Bid Bid details available in bid calendar with bid code and bidding time. The users of parties to congestion will get system generated e-mail about the bid. Nodal RLDC will send FAX to the parties to congestion about the bid. The concerned user can resgister for bidding.
