3 CTC Program Background  Numerous reports/committees identify need for environmental technology verification  Lack of credibility of new technologies  Inertia of system, risk aversion of purchasers and permitters  1993 - EPA begins program formulation  1994 - President’s ETI adopts verification as one of its objective and provides funding  1995 - President’s environmental technology strategy, Bridge to a Sustainable Future, adopts EPA lead verification program as an initiative  1996 - $7 million ETV Pilot Program begins  1997 and 1998 - congress appropriates $10 million for verification

8 CTC Operations Process Form stakeholder group, conduct regular meetings (semi-annual) Research, identify, prioritize focus areas Conduct open solicitation for focus areas - request for technologies (via direct mailing, publications, CBD) Develop test and quality assurance (QA) protocol Conduct testing Evaluate test results and quality in report to EPA Issue Verification Statement Conduct ongoing outreach

9 CTC ETV CCEP Benefits Provides a product marketing tool (Verification Statement) for vendors Provides objective, credible pollution prevention (P2) and performance data to buyers Increases market penetration of lower polluting products Reduces risk for financial investors/users Facilitates technology acceptance and permitting at state/local levels Initial bonus benefits –Testing cost share with program –More direct promotion of initial verifications

10 CTC Business Strategy Move toward commercialization from the start All verification costs shared with the vendor at a minimum For current testing commitments, 1st product requires 25% minimum fee from vendors, additional products require a higher contribution Remaining product fees dependent on program funding

11 CTC Vendor Role in the ETV CCEP Attend initial vendor meeting –Ensure an understanding of ETV –Discuss test scope (verification factors) and test plan development process –Discuss test fee and cost share Work with the ETV CCEP to develop, review and approve test plan for product Provide product for testing, pay testing fee Witness testing or conduct testing under audit by the ETV CCEP Review and approve test report (including the Verification Statement)
