3 www.gwp.org August2015 This Technical Focus Paper constitutes part of the GWP paper series that provide a critical review of status of planning and putting in practice IWRM in the east African region. It builds on the findings of the 2008-2009 and 2012 IWRM Surveys commissioned by GWP as part of the 2012 global UN-Water status report on IWRM It captures data from the UN World Water Development Report 2015 & complimented by 4 selected case studies (Ethiopia, Kenya, Rwanda & Uganda) It shares “work in progress” with stakeholders (e.g. researchers, policy makers, donor/development community) regarding how each country has interpreted IWRM principles and implementing under different contextual challenges Purpose of the paper

6 www.gwp.org August2015 The practice of IWRM does not fully reflect the principles embedded in the policies and regulations Inadequate numbers of professionals at all levels of IWRM management and governance Lack of sustainable financing mechanisms for both water supply provision and water resource management Lack of systematic and reliable data management. Lack of appropriate infrastructure for water supply provision and water resource management Governance is a challenge in terms of equity, efficiency, effectiveness etc. Water Resources Challenges

7 www.gwp.org August2015 GWP Eastern Africa has made significant progress in promoting the use of GWP Toolbox in 9 countries Government buy-in to establish the legal framework for IWRM including policies, regulations, resource management and service provision IWRM stakeholders including private sectors participating at all levels of management and governance Horizontal and vertical integration fostering adoption of watershed/basin management approach and coordination, planning, decision making among sectors and stakeholders Regulations for trans-boundary water bodies have been established. 9 www.gwp.org August2015 Countries in Eastern Africa are at different levels of implementation of IWRM Further institutional reforms are needed to adapt to changing contexts of population growth, urbanization, climate change, environmental degradation and to strengthen IWRM enforcement mechanisms Facilitation at national level by organizations (e.g. GWP) for formulation and harmonization of policies pertaining to water supply provision and water resource management needed Sustainable financing mechanisms should be put in place Comprehensive data collection and management Conclusions in the paper

10 www.gwp.org August2015 The IWRM gains are being undermined by the effects of the rapidly growing population; More investments are required to create awareness and build capacity of stakeholders (institutions and individuals) in using the IWRM is tool towards achieving sustainable water resources development.
