4 Summary Prepared by Community Service Council According to the 2006-08 American Community Survey:  It is estimated that slightly over 2,500 persons age 16 to 19 in Tulsa County, or 8.4% of that age group, are not enrolled in school, and are either unemployed or not in the labor force.  It is estimated that slightly over 11,100 persons age 20 to 24, or 28% of that age group, are either unemployed or not in the labor force.
