4 PSIC Grant Program Administered by National Telecommunications and Information Administration Advanced Technology Examples Use of emerging technology to provide advanced interoperability solutions Use of commercial services, where appropriate, to support interoperable communications Use of IP-based technologies to interconnect with other systems Use of common advanced encryption techniques to secure vital transmissions while maintaining interoperability Incorporation of Software Defined Radio and Cognitive Radio technology to provide interoperability flexibility Use of standards-based technologies to provide voice and data services that meet wireless public safety service quality Consider solutions that have an open interface to enable the efficient transfer of voice, data, and video signals 4

5 PSIC Grant Program Administered by National Telecommunications and Information Administration Spectrum Efficiency  Spectrum Resources are finite  Spectrum Efficiency must be considered when developing projects for PSIC funding  Spectrum Efficiency considerations include the least amount of spectrum for the task 5

6 PSIC Grant Program Administered by National Telecommunications and Information Administration Spectrum Efficiency Examples Use of advanced modulation and multiple access techniques, dynamic channel use, non-spectrum techniques, shared channels Use of spectrum conserving techniques such as multiple access technologies Use of spectrum or channel sharing techniques Use of wired communications where possible to carry the appropriate types of communications traffic Use of compression, error correction, or other processing techniques that increase throughput 6

7 PSIC Grant Program Administered by National Telecommunications and Information Administration Cost-Effective Measures  Cost-benefit analysis…most benefit to the most users at the least cost  Don’t buy the “Cadillac” when the “Pinto” will accomplish the mission effectively  Consider the scale of the solution required 7

8 PSIC Grant Program Administered by National Telecommunications and Information Administration Cost-effective Measures Examples Use of shared infrastructure elements to benefit multiple disciplines and multiple jurisdictions across a region, State, and/or Territory Use cost-per-user measures to demonstrate cost effectiveness of the project Apply a cost-benefit analysis to determine effectiveness and tangible benefits of chosen solution Consider economic impact of other interoperability solution options Consider long-term and recurring costs of proposed solution Consider degree to which proposed solution will interoperate with existing systems and the extent to which the investment represents a shared system or system-of-systems 8

9 PSIC Grant Program Administered by National Telecommunications and Information Administration Strategic Technology Reserve (STR)  Requirement as a result of PL 110-53 (HR1)  Purpose is to pre-position or secure interoperable communications in advance for immediate deployment in an emergency or major disaster  STR must be capable of re-establishing communications when existing critical infrastructure is damaged or destroyed in an emergency or major disaster  Should include: appropriate equipment that moved to disaster site, equipment for key personnel, contracts for rapid delivery of commercial sources/services, training 9

10 PSIC Grant Program Administered by National Telecommunications and Information Administration STR Examples  Set aside equipment examples include: –LMR Subscriber units, repeaters –Cell Phones or Satellite-enabled equipment or Cell-On-Wheels –Self contained mobile communications sites, backup batteries, generators, fuel and IT gear  Pre-Identified procurement vehicles for: –Cross-jurisdictional communications support –Pre-negotiated commercial service contract –Pre-scripted mission assignments and disaster emergency communications plans  Already in use equipment may be consider that would fulfill an alternative role during an emergency 10
