5 The Green Jobs Programme of the ILO Social protection deficits Often the most vulnerable sectors and workers have no social protection coverage to face job and income losses from climate impacts It is essential to move from emergency response measures to sustainable social protection mechanisms Fishing boats and infrastructures destroyed by high waves

7 The Green Jobs Programme of the ILO Risks to productivity and jobs, but opportunity for net jobs creation In a BAU scenario (ILO Global Economic Linkages model) Productivity level drop 2.4% by 2030; 7.2% by 2050. In contrast In a low-carbon economy (ILO Global Economic Linkages model) 0.5-2% Net job gains = this translates in 15-60 million additional jobs Multi-factor productivity can improve by 1.5% by 2020; 5% by 2050. 8 key sectors: agriculture, forestry, fishing, energy, resource-intensive manufacturing, recycling, building and transport. 13 The Green Jobs Programme of the ILO What Parties may consider doing To enable actors in the world of work to find a space for action Reference to employment and jobs in the outcome document To allow countries, enterprises and workers to share experiences on solutions and approaches that work Provide Parties with a greater understand of employment impacts and adequate response measures Climate change and employment as possible theme of TEM To allow Parties to have the time needed to undersstand better and formulate appropriate means of action A work programme on climate change and jobs
