3 Announcements Nick O’Neil has left his position as RTF Manager (and S/R Subcommittee co-chair) to join Energy 350. The Council has hired Jennifer Anziano to take over as the RTF Manager. Jennifer starts July 14, 2014. Eugene Rosolie has left his position at Cowlitz PUD and is now working at NEEA, Stakeholder Relations. He remains an RTF member and a co-chair of the S/R Subcommittee. Tom Eckman is now the acting Director of the Council’s Power Planning Division. Charlie Grist is acting Manager of Conservation Resources. Eckman remains chair of the RTF at this time. 3

5 Mobile Home Decommissioning The S/R Subcommittee has contracted Darla Hailey to conduct scoping research on Mobile Home Decommissioning this summer. – Darla just completed her Masters in Social Work from the University of Washington, Seattle. – She also has a background in Manufactured Home sales. – She is identifying/contacting public and private agencies that could potentially partner with energy organizations. BPA is also doing research on this topic. – Mark Johnson, Tom Osborn, and Travis Wood (intern) are involved – BPA will focus on quantifying the population of homes and conducting a survey of occupants to characterize their concerns, motivations, and options. Ryan is managing Darla’s work and coordinating efforts of Darla and BPA. 5

6 Ideas for Remaining 2014 Budget We have ~$35,000 remaining in our 2014 budget. Weatherization>Recommendation to keep measure specifications, savings, and incentives stable. >Develop an air sealing measure >Air sealing: This is currently an RTF Res Wx measure. Ductless Heat Pumps >Res-SF Existing >Res-SF Manufactured House >Res New Construction >Res-SF DHP is an RTF proven UES. >Res-MH DHP – NEEA/Ecotope is developing a provisional measure. >Res New Construction DHP – Staff discussed. This would require RTF guidance before any research is done. Manufactured Homes (Existing) Manufactured Home DecommissioningS/R Subcommittee is currently sponsoring research on this measure.

10 2012 Ecotope S/R Report Section 4: Conclusions and Recommendations 10 MeasureReport RecommendationsStatus Commercial Lighting >Improve user-friendliness of BPA Calculator (BPA has done this) >UES measures for specific applications (S/R Subcommittee funded Schools Lighting study) >BPA improved the user-friendliness of their Calculator. >The S/R subcommittee sponsored work to develop Schools Lighting UES measures, but chose not to propose measures to the RTF. Schools Measure Package (Building Type Format) >Lighting >Weatherization >HVAC >Lighting – S/R funded >Weatherization – S/R funded, RTF approved >HVAC – wouldn’t qualify as Small Saver under new Guidelines, but we could possibly look at a very specific application (e.g., HP for portable classroom). Irrigation>UES measures >3 rd party implementation >UES measures – RTF has irrigation hardware and green motor rewind measures. RTF and BPA are addressing SIS. >3 rd party implementation – not an RTF role Distribution Efficiency Need for in-house engineering staff or BPA engineering support Not an RTF role

11 2012 Ecotope S/R Report Section 4: Conclusions and Recommendations 11 MeasureReport RecommendationsStatus Heat Pump Water Heater NEEA is currently developing Wind Turbine Energy Efficiency Navigation lights, control system power and miscellaneous space loads during turbine idle mode. Ground Source Heat Pumps RTF should finish developing the measure. RTF approved in August 2011, but measure is not categorized under the RTF’s new Guidelines. TVs (better than Energy Star) NEEA has taken on this measure. Water Cozies Timers Window A/C and Dehumidification Ecotope thinks these have minimal savings. Wait for evidence to suggest otherwise before pursuing.
