4 MEWM NEG Methodological coordination Compliance control in permitting process: It is applied to activities / installations that fall under the provisions of the environmental acquis communautaire regarding industrial pollution control (LCP, VOC, SEVESO and in particular the Directive 96/61/EC (IPPC) and it is aimed to check the way of framing of the installations into the activities category stipulated by the above–mentioned Directives; technical data comprised in the request fiche of integrated environmental permit; environment management; the functioning way of the self – monitoring system;. waste management; raw material; energies efficiencies; operation condition; Inspection and control; controls the activities with major impact on the environment, finds the infringements of the legal acts in the field of environmental protection and applies penalties stipulated by these legal acts; participates at the activities for the removal or mitigation of the major effects of the pollutions and applies penalties stipulated by law, including measures to stop the functioning of some installations and/or ceasing some activities for certain periods of time; informs the prosecutor and collaborates with the police units and/or gendarmerie for finding the facts that, according to the environmental legislation, are infringements. 5 IMPLEMENTATION OF IPPC DIRECTIVE IN ROMANIA Legal framework Directive 96/61/EC concerning integrated pollution prevention and control The EGO no. 34/2002 on integrated pollution prevention, reduction and control, approved by Law no. 645/2002 MO no. 1144/2002 (Of.J no. 35/22.01.2003) on setting up the Register on the pollutants released in the environment by the activities falling within the scope of the provisions of EGO 34/2002, approved by the Law no 645/2002 Commission Decision 2000/479//EC on implementation of a European pollutant emission register (EPER) according to Art. 15 of Council Directive 96/61.EC concerning integrated pollution prevention and control Guidance Document for EPER implementation, according to Art. 3 of the Commission Decision MO no. 1440/2003 (Of.J. no. 177/20.03.2003) for the approval of the National Guidebook for carrying out the Pollutant Emission Register

10 IMPLEMENTATION OF IPPC DIRECTIVE IN ROMANIA Regarding to BAT BREF requirements. Emission limits values. The Emissions Limit Values for the IPPC activities/installations are established on the basis of the following documents: the recommendations specified in the Guidebook on the Best Available Techniques; the provisions of the national legislation in force; the technical characteristics of the installation; evaluations of the environmental quality in the considered perimeter; geographical placement and the environment conditions; the development/extension of other industrial activities in the area; cost/benefit analysis. Lower Emissions Limit Values than BREF recommendations or lower emissions limit values than those corresponding to the most effective recommended technique will be established only in the specific circumstances imposed by an environmental quality standard applicable to the vicinity of the site, in order to achieve the protection of the environment taken as a whole, as it is requested by the Directive and without prejudice other relevant legal provisions

12 About the way of approaching in the context of integrated authorization of a Petrochemical Complex, which include: refinery petrochemical platform steam production capture, treatment and distribution of water local stations of pretreatment, collecting sewage and a final station for the waste water treatment.
