4 Overview #3 Targeted Population This grant is targeted to provide sound evaluation processes and procedures where “high need local educational agencies (LEAs)” have initiated, or are continuing, a technology grant. A high need LEA is one that: Is among those LEAs in Michigan with the highest numbers or percentages of children from families with incomes below the poverty line as defined by the TITLE I - PART A, ALLOCATIONS School Year 2007-08 found at: http://www.michigan.gov/documents/mde/MDE- P2_FS_08_T1aAllocListOrig_199917_7.pdf, and http://www.michigan.gov/documents/mde/MDE- P2_FS_08_T1aAllocListOrig_199917_7.pdfhttp://www.michigan.gov/documents/mde/MDE- P2_FS_08_T1aAllocListOrig_199917_7.pdf Serves one or more schools identified for improvement or corrective action under section 1116 of the No Child Left Behind (NCLB) Act of 2001.

5 Overview #4 Rejection of Proposals The Department of Education reserves the right to reject any and all proposals received as a result of this announcement. Review Process MDE utilizes an expert review panel when scoring its competitive grants. For this grant program, review teams will be composed of people both within MDE and outside MDE as needed, with expertise in student assessment and technology. MDE staff will supervise the review. 6 Overview #5 Statewide Resources These grants are designed to develop statewide resources that benefit teachers, students, and administrators They are focused on building capacity to use educational technology to improve teaching and learning Universal Design for Learning These grants require the incorporation and use of Universal Design for Learning (UDL) methodology in the design and delivery
