Recommendations on high rate telemetry and PN ranging (New) RIDs to RED recommendations 2.4.22A/B received under agency review 401.0-RP-24.1 disposed of; RECs ready for CCSDS publication Accompanying draft GREEN book discussed, finalization expected in 1-2 meetings (Spring-Fall 2015) 2. Recommendations on 26 GHz modulations for EESS (New) WHITE-2 recommendation 2.4.23 discussed, RED version expected in 2 meetings (Fall 2015) 3. Recommendation on 8 GHz modulation for EESS (Update including Higher Order Modulations) Work will resume when SFCG response is received (August 2015) and in synch with 26 GHz recommendation 4. CESG position on PCOM Problem CESG consider that, if it is confirmed that only Agency works on this book, technical quality cannot be guaranteed. CMC to advise.

6 07-Apr-2014-cesg-6 RFM WG Issue The schedule for the Spring 2015 meeting at Caltech in Pasadena (March 2015) is problematic. Both chairman and vice-chairman of the RFM WG will have to attend ITU CPM-15 meeting in Geneva. The RFM WG current focus is on GMSK+PN ranging, and on 26 GHz modulations for EESS along with VCM/ACM. The latter is a joint activity with the C&S WG. NASA has proposed to make available facilities in Pasadena for both RFM and C&S WG meetings on May 5-7. Other dates were investigated but no other solution could be found. Opposition to splitting the SLS WGs meetings has been expressed by CNES delegates. The FSA delegates stated that this is inconvenient to them but will not oppose it (attendance will depend on agendas and on visas.) DLR delegates stated that there are no problems with the May dates. CNES offered to host the meeting in Toulouse in May. This will be investigated. Additionally, the CMC meeting is planned for May 18 so there is sufficient time to report back the progress to CMC. 7 07-Apr-2014-cesg-7 C&S: Coding & Synchronization WG - Working Group Summary progress (1 of 3) Uplink codes  Choice of new codes for the update of 231.0-B confirmed by WG: binary LDPC (64,128) and (256,512)  Good progress on the definition of start sequence and CLTU termination strategy for the new codes (to be completed by Spring 2015) Uplink codes Orange Book  WG comments provided before the meeting and resolved by NASA and DLR  New version to tackle the remaining comments to be provided by end of November, a resolution for publication will follow. 10 07-Apr-2014-cesg-10 SLS Space Link Protocols (SLP) WG Goals: 1.Ensure consensus has been achieved within the WG to publish the updated TM, AOS, and TC Space Data Link protocols concurrent with SDLS blue book release. 2.Review updates required to CCSDS 130.2-G-2 Space Data Link Protocols to be in sync with emerging SDLS protocol blue book. 3.Review SDLS OCF type 2 report to determine when this report type should appear in AOS and TM. 4.Review the Unified Space Data Link Protocol GB with a focus on coming to a consensus on a concise and comprehensive set of requirements including the interfaces to the immediate lower and upper layers and determine if the proposed protocol satisfies the requirements. status:OKCAUTIONPROBLEM comment:Good progress SLS AREA REPORT

11 07-Apr-2014-cesg-11 SLP WG Summary Progress: Consensus was achieved in publishing the updates to the TM, AOS, and TC Space Data Link Protocol books in sync with the 1 st release of the SDLS blue book. Only small updates required by secretariat due to consistent use of transfer frame definition required. WG generated a summary of its comments back to the SLP WG for final review of CCSDS 130.2-G-2 Space Data Link Protocols update. To be published (closely) with release of SDLS and TM, AOS, TC updates above. A common definition for transfer frame was selected to be reflected in SANA and the link layer books. Consensus was achieved on the USLP requirements, features, and format was presented. Further progress was made on firming up the fundamental set of USLP requirements including the interface requirements both to the immediate lower and higher layers and determining if the protocol succeeds in providing the needed upgrades. Missing testing of SDLS over AOS to be prototyped by CNES and NASA. SDLS core protocol green book : review of existing text. Still a few missing subsections that should be completed before next meeting. 2.SDLS extended procedures Agreed on formatting rules for SDLS directives and reports messages Agreed on Monitoring & Control service directives & reports Agreed on content of CLSR (Type-2 OCF) for real-time reporting of SDLS Agreed on the level of details of extended procedures services A baseline configuration will be specified to allow interoperability at bit level for extended procedures. ESA/DLR considers this a change from previous agreement. SLS AREA REPORT Planning: The schedule for the Blue Books were adjusted to match the current productivity of the working group It was reported in the spring that the Working Group thought the original schedules were too optimistic. However, ESA/DLR input delivered. The Optical Communications Working Group holds monthly video teleconference meetings Planning for Spring 2015 Face-to-Face Meeting: Review of the two proposed Draft 1 Blue Books with updated technical information

19 07-Apr-2014-cesg-19 SLS-OPT: Optical Communications Working Group (2 of 5) SLS AREA REPORT Summary of Progress: Reached an agreement that the comments on the first draft of the Green Book on Real-Time Weather and Atmospheric Data are due on 8 January 2015 DLR/IKN (Dirk Giggenbach) has agreed to be the “leader” in developing the Low Complexity On-Off Keying proposal for the Blue Books. The new schedules for the two Blue Books and two Green Books have the following dates for submission to the Area Director for approval: Green Book on Real-Time Weather and Atmospheric Data: 30 November 2015 All other books for approved CWE Projects: 28 February 2016

20 07-Apr-2014-cesg-20 SLS-OPT: Optical Communications Working Group (3 of 5) SLS AREA REPORT OPT Blue Books Issue (chart 1 of 3): BACKGROUND: There are two Approved CWE Projects for Blue Books Optical Communications Physical Layer Blue Book, and Optical Communications Coding & Synchronization Blue Book Within each book, THREE “sections” - section 1, 2 and 3 may contain ore or more options – are expected: (1)High Data Rate (2)High Photon Efficiency (3)Low Implementation Complexity For the “High Data Rate” section two options are currently proposed a)Option 1: ESA / DLR proposal b)Option 2: NASA proposal The Working Group reached no consensus on selecting only one of those two as unique CCSDS option for the High Data Rate scenario. NASA, ESA/DLR, and CNES positions are presented in the next two slides.

21 07-Apr-2014-cesg-21 SLS-OPT: Optical Communications Working Group (4 of 5) SLS AREA REPORT OPT Blue Books Issue (chart 2 of 3): NASA POSITION NASA stated that there should be a single “CCSDS recommendation ” for High Data Rate. Not an ESA / DLR recommendation and separate a NASA recommendation The recommendation should support space-to-space, space-to-air, and space- to-ground links NASA is willing to make changes to the NASA proposal based on technical merit so that it can become the single CCSDS recommendation. NASA also stated that acceptable options are: to release the Blue Books with only TWO sections for High Photon Efficiency and Low Implementation Complexity (i.e. without the High Data Rate section). to release TWO Blue Books: one just for High Photon Efficiency and a separate Blue Book just for Low Implementation Complexity while this issue is worked. To release TWO CCSDS Orange Books with High Data Rate a. High Data Rate with ESA / DLR proposal b. High Data Rate with NASA proposal

22 07-Apr-2014-cesg-22 SLS-OPT: Optical Communications Working Group (5 of 5) SLS AREA REPORT OPT Blue Books Issue (chart 3 of 3): ESA/DLR POSITION ESA/DLR consider the new NASA position a major deviation from the previous agreements (IOAG, IOP-3, and CCSDS) ESA/DLR would like to stick with the Blue Book layering structure as agreed in the charter. ESA/DLR would like to create a first set of recommendations encompassing all three regimes. ESA/DLR is prepared to accept having in the Blue Books two options for the high data rate regime. CNES POSITION Ideally, CNES would like CCSDS works on a single worldwide interoperable high rate recommendation that supports the LEO-to-Earth scenario, among other scenarios.

WG agreed on the structure of the VCM Magenta book, new draft to be distributed and discussed by Spring 2015. DLR Orange Book on Erasure Codes published. NASA and DLR confirmed support to work for Blue Book for Long Erasure Codes (concept paper under way). NGU WGNext Generation Uplink CCSDS 230.2-G-1 “Next Generation Uplink. Green Book. No consensus in the WG with respect to allowing one or two options for this profile. Way forward to be resolved by the WG DLR taking the leadership to develop the specification for the “Low Complexity” mission profile Green Book for Real Time Weather and Atmospheric Characterization Data: internal review of 1 st draft on-going.
