www.jrc.ec.europa.eu Serving society Stimulating innovation Supporting legislation INSPIRE Maintenance and Implementation Work Program Robert Tomas, Michael Lutz Workshop INSPIRE MIG-P/MSCPs and Reporting under environmental acquis

INSPIRE implementation roadmap We are here http://inspire.jrc.ec.europa.eu/index.cfm/pageid/44 Support MS in implementation

Support MSs with implementation Maintain 6 legal acts and 40+ Technical Guidelines Why the Maintenance and Implementation Framework (MIF)?

Why the MIF? Develop and maintain central infrastructure components and tools

A collaborative effort Transparency and inclusiveness Stakeholder consultations Support to Member States on the implementation Extend INSPIRE to and ensure consistency of different policy domains Promote INSPIRE in international standardisation To secure the intellectual potential gained during the development phase

The MIF structure – MIG-T and MIG-P 2 permanent MIG sub-groups with representatives proposed by Member States on  technical aspects (MIG-T) –discussing and providing advice on the technical aspects –preparation and regular update of the rolling work programme  policy-related aspects (MIG-P) –discussing and providing advice on the evolution of INSPIRE and its relationship with other policies –endorsement of the MIG’s work programme In addition: Ad-hoc sub-groups  for specific (time-limited) maintenance and implementation tasks  members from INSPIRE pool of experts (PoE)

M&I Work Programme – Priority actions MIWP-5: Validation and conformity testing MIWP-6: Registries and registers MIWP-7a: Extension of Download Service TG for observation data MIWP-8: Update of Metadata TG MIWP-10: Update Annex I data specifications MIWP-14: Theme-specific issues of data specifications & exchange of implementation experiences in thematic domains MIWP-16: Improve usefulness and reliability of monitoring MIWP-18a: Update of Annex I XML schemas MIWP-21: Pilots for INSPIRE-based applications (including for e- reporting)

Endorsed MIWP actions MIWP-5 (validation & conformity testing)  Sub-group kick-off in December 2014, led by Italy  Work on initial ATS for MD and NS is progressing thanks to work of 6 funded MS experts  ATS work reveals several ambiguities and missing requirements in MD+NS TGs  Agreement to focus work in temporary sub-group on ATS and to outsource development of executable tests (funding may be available through ARE3NA)

Endorsed MIWP actions MIWP-6 (registers & registries)  Sub-group kick-off in December 2014, led by JRC  Initial draft for guidelines for a register federation between European-level and MS/thematic domain registers through study to kick-start MIWP-6 work Workplan

INSPIRE Registers

Endorsed MIWP actions MIWP-7a (SOS-based download service)  Sub-group kick-off in December 2014, led by JRC  Review of draft TG update from ARE3NA study on-going  Development of use cases started  Test-bed to be set up to address –Software developers dealing with creation of SOS implementations –Data providers implementing SOS services –Availability of clients to utilize the existing INSPIRE download services for observation data

Endorsed MIWP actions MIWP-8 (Update of MD TG)  Sub-group kick-off in November 2014, led by Sweden  Work progressing in small sub-groups addressing the individual issues identified  Open issues around –Whether/how to integrate MD elements from DS and SDS TGs? –How to deal with references in the DS to new ISO standard 19157 as long as schemas/tool support is not available

INSPIRE Thematic clusters To keep the “momentum” – participatory, open process from the development of the IRs, TGs also for the INSPIRE implementation phase To mobilize thematic communities to share best practices with implementing / utilizing INSPIRE in their domains. Two main aims Officially launched on 11.12. 2014 as the INSPIRE Thematic user community collaborative platform 9 Thematic clusters = on-line collaborative platforms are led by selected facilitators (domain experts with INSPIRE knowledge + established network of contacts) https://themes.jrc.ec.europa.eu/

M&I Work Programme – proposed actions MIWP-1: Improve accessibility & readability of TG MIWP-2: Create and maintain FAQ page MIWP-3: Guidelines and best practices for access control MIWP-4: Managing and using http URIs for INSPIRE identifiers MIWP-7b/c: Extension of Download Service TG for coverage and tabular data MIWP-9: Future directions for INSPIRE geoportal MIWP-11: Simplification and clarification of GML encoding for spatial data MIWP-12: Clarification of UML-to-GML encoding rules MIWP-15: Overview of INSPIRE coordinating structures, architectures & tools MIWP-17: Improve data & service sharing practice and raise awareness of licencing models for spatial data sets & services MIWP-18b: XML schema maintenance MIWP-19: Explore and improvement on the situation of controlled vocabularies in the framework of INSPIRE MIWP-20: Improved guidelines for harmonised layer names
