Final goal is Smart Choice Candidates’ approval from Deputy Secretary and EITIRB. 4 U.S. Department of Agriculture eGovernment Program 4 Business Case Review and Approval Schedule A memo was sent to agency heads on June 14 providing an overview of the Smart Choice business cases and formally requesting their review of and comments on the business cases.  We have only received responses from three agencies—CSREES, RUS, and AMS.  When you brief your agency heads, remind them of the memo and let them know that their input and feedback is important We have not received updates on the briefings with agency heads and CIOs from many EGWG members  These briefings are important to ensuring that all key USDA decision-makers are updated on the Smart Choice candidates.  Please e-mail us an update to the eGov mailbox once you have held your briefings Briefed IT Leadership yesterday

6 U.S. Department of Agriculture eGovernment Program 6 Business Case Funding The Executive Council has crafted a funding memo (a draft copy of which will be provided) outlining how they recommend USDA should fund the Smart Choice candidates for the remainder of FY 2002  Strategic Initiatives – Impacted agencies fund the next steps to maximum extent possible  Enabling Initiatives - Each mission area, plus Departmental Administration, contribute $90K to further advance the 6 enabling opportunities Additionally, the Executive Council is developing funding strategies for 2003 and beyond:  The enablers may be funded through a pooled funding mechanism (similar to the Working Capital Fund)  Funding for strategic initiatives will initially be requested by the lead agency, possibly with contributions from other involved agencies. Each Smart Choice Candidate will have one OMB 300, submitted by the lead agency for each initiative (with the lead agency and additional participating agencies requesting funds from the Department through their agency budget requests).

7 U.S. Department of Agriculture eGovernment Program 7 IT Capital Planning Process: Status Agency FY 2004 budget requests are due today. Smart Choice Candidates will be the subject of a special EITIRB meeting on July 17 th  Purpose of the meeting is to gain final approval to move forward from Pre-select to Select and to finalize funding for the remainder of FY 2002 (based on the recommendation of the Executive Council). The Executive Working Group of the EITIRB will meet during the week of July 26 th to consider all USDA IT investments, making recommendations on funding for FY 2004.  The EWG will be considering the Smart Choice Candidates at this meeting as well, making funding recommendations for FY 2004. The EITIRB will make funding decisions for FY 2004 investments during its meeting on August 14.

8 U.S. Department of Agriculture eGovernment Program 8 Farm Bill Memo The recently-passed Farm Bill includes several initiatives and new programs that USDA agencies will have to implement, some of which specify automation and all of which should consider eGovernment options. The attached draft memo reminds agencies to support the President’s Management Agenda by integrating electronic options for service delivery as program changes are made and new programs are designed. The memo also reminds agencies of the legal requirements of the Clinger-Cohen Act, Paperwork Reduction Act, and other legislation. A Farm Bill Working Group is charged with ensuring planning, coordination, and implementation.
